In accordance with the ordinances and resolutions of Haverford
Township, there is hereby recognized the existence of the Shade Tree
Commission for the following purposes:
A.Â
The Shade Tree Commission shall consist of seven members, each of
whom shall be a full-time resident and qualified elector of the Township,
appointed by the Board of Commissioners.

B.Â
The members of the Shade Tree Commission shall serve for a term of
three years. However, the terms of not more than four members shall
expire each year. The current members of the Shade Tree Commission
shall continue in office until the end of the terms for which they
were appointed. At the expiration of the terms of the current members,
their succeeding appointees shall be appointed for terms complying
with the foregoing provisions pertaining to the membership of the
Shade Tree Commission.

Should a vacancy occur, the Board of Commissioners shall appoint
a member to fill the vacancy only for the unexpired portion of the
term.
D.Â
The appointment of any member of the Shade Tree Commission from the
effective date of this chapter shall be accomplished in such a manner
as to assure equal representation from each election ward in Haverford
Township.
The Shade Tree Commission shall be a regular advisory board
and, as such, it shall be advisory only and shall perform no administrative
duties. The duties of the Shade Tree Commission shall be to:
A.Â
Make recommendations and provide advice to the Code Enforcement Officer,
the Board of Commissioners and the Director of the Department of Public
Works pertaining to shade trees in the Township. This shall include
but not be limited to the following:
(1)Â
Rules and regulations concerned with the planting, removal, maintenance,
care and protection of shade trees in the public streets, highways
and public parks throughout the Township.
(2)Â
Rules necessary to prevent the spread of disease which may threaten
to injure or destroy shade trees within the Township.
(3)Â
Problems and needs of the Township in connection with its tree-planting
program.
B.Â
Provide recommendations to the properly constituted Township officials
concerning minimum standards for planting shade trees in streets or
highways appearing on subdivision plans submitted to the Township.
C.Â
Advise the properly constituted officials of the Township concerning
the enforcement of those regulations regarding the selection, planting
and maintenance of trees, whether they are on public or private property.
D.Â
Appoint at least one of its members to serve as liaison with the
Parks and Recreation Board to facilitate cooperation and consultation
with that body in those matters pertaining to the planting and maintenance
of shade trees in the public parks of the Township.
E.Â
Prepare an annual report.
(1)Â
The Shade Tree Commission shall prepare an annual report to be submitted
to the Township Manager and to be made available to the public. This
report shall include but not be limited to the following:
(a)Â
A definition of the goals and objectives of the tree-planting
and maintenance program within the Township.
(b)Â
A description of present practices and policies in relationship
to the above-defined goals and objectives.
(c)Â
Recommended policies and programs as they might affect the future
of the Township tree program.
(d)Â
Any other such information concerning shade trees as may be
requested by the Township Manager and/or the Board of Commissioners.
(2)Â
This annual report shall be submitted within 30 days following the end of the fiscal year and shall be prepared for the purpose of its inclusion in the annual report of the Township Manager to the Board of Commissioners pursuant to § C-504E of the Charter.
(3)Â
The members of the Shade Tree Commission shall be afforded the cooperation
of Township officials and access to all Township records pertinent
to the preparation of such annual reports.
