Any plumber intending to conduct the business of plumbing in the Village of Brockport must register personally in the office of the Village Clerk and pay the required fee for a license plate in addition to the regular fee before he shall receive a certificate of registration and a metal plate or a certificate of competency. A certificate will not be issued until a written examination provided by the Village is satisfactorily passed or waived where the applicant is currently licensed in the county.
All certificates of registration and all licenses issued hereunder shall expire on the 31st day of December of the year in which they are issued and, upon payment of a fee, may be renewed within 30 days preceding such expiration. Such renewals shall be for one year from the first day of January in each year.
The Village Board, from time to time, shall set a schedule of license fees, registration fees, examining fees and plumbing permit fees.
A bond in the sum of $5,000, to be approved by the Village Board, shall be executed by every person and filed in the office of the Village Clerk before any permit shall be issued, as herein provided, conditioned that the Village of Brockport will be indemnified and saved harmless from all claims or damages caused or occasioned by any negligence in either the execution, performance or protection of his work, or from any unfaithful or inadequate work done under or by virtue of his work as a plumber. Such bond shall be renewed from year to year so long as the person, firm or corporation engages in or does plumbing work in the Village of Brockport.
The Village Clerk may refuse to issue a license plate to any person until he has received or obtained satisfactory evidence or proof that the applicant is entitled to such plate.
The Village Clerk, after a hearing, may suspend or revoke the license herein provided for a violation by the licensee, his agents or employees of any law or code of the State of New York or ordinance or law of the Village of Brockport relating to the conduct of the plumbing business.
It shall be unlawful for any person to conduct the trade, business or calling of plumbing in the Village of Brockport unless he shall hold a permit. This section shall not apply to a person or a member of his household doing repair work on his own, provided that he has permission from the Inspector to do such work, but in no event shall any person perform work or repairs on the Brockport sanitary sewer without a special permit from the Village.
The Village shall charge a flat rate per opening at the time the building permit is issued of $25, plus $2 per opening.

A. 
Any person, firm or corporation violating any provisions of this chapter or who shall violate or fail to comply with any order or regulation made thereunder, or who shall work in violation of any statement, specification or plan submitted thereunder, or who shall violate any permit issued thereunder, or who shall continue to work upon said structure after service of notice in writing from the Building Inspector of the Village of Brockport to desist therefrom, shall subject the person, firm or corporation to a penalty in the sum of $250, and in addition, such violator shall pay all cost and expenses incurred by the Village in determining such violation; and when such violation is continuous, each day thereof shall constitute a separate and distinct violation. Penalties for such violations shall be collected and violations of this chapter shall be prosecuted in the manner prescribed by law effective in the Village of Brockport. Every violation of this chapter shall constitute disorderly conduct, and every person violating the same shall be a disorderly person. Each and every day that such violation continues shall constitute a separate offense.
B. 
Service of the notice shall be sufficient if directed to the owner, agent of the owner, or the contractor and left at his last known place of business or residence if with the Village of Brockport, and if no place of business or residence is found, then the notice shall be served by posting in a conspicuous place on the premises which are the subject of the violation.
