From and after the completion of the municipal sewerage system now in the process of planning and construction, said system shall be operated by the Village of Superior as a public utility, and the rates and charges herein set forth shall be applicable to all services furnished and made available by said utility to the Village and its inhabitants and all other persons, firms and corporations, both public and private, until modified by ordinance amendatory hereof or supplemental hereto, provided that such rates and charges, as amended, shall always be fixed, maintained and collected in such amounts as to produce revenues at the times and in the sums required by Section 2 of Ordinance No. 21, adopted May 24, 1963, titled "An ordinance authorizing the issuance of sewerage system mortgage revenue bonds and prescribing the terms and covenants thereof."
A. 
The owner or occupant of each premises to which sewerage service is furnished during each quarterly period ending March 31, June 30, September 30 and December 31 of each year shall pay therefor a minimum demand charge based on the following categories of use of the premises:

Residential: $22 per month.
(2) 
Commercial or industrial: $44 per month.
(3) 
Special uses.
(a) 
Bowling alley: $88 per month.
(b) 
Dental office: $44 per month.
(c) 
Tavern: $88 per month.
(4) 
Duplexes: $44 per month.
(5) 
Triplexes: $66 per month.
(6) 
Fourplexes: $88 per month.
(7) 
Multiple apartment units: $22 per month per unit.

B. 
For each additional unit or service on a single connection, the demand charge shall increase by $2 per month. A commercial or industrial unit of service shall consist of any aggregation of space or area occupied for a distinct purpose, such as a store, office, factory or other like unit, which is equipped with one or more water fixtures draining into the sewerage system, separate and distinct from other users. In office buildings or other premises containing more than one tenant, only those tenants shall be classed as additional units of service who occupy space or area equipped with a distinct opening or fixture for the use of water separately from other occupants and with waste draining into the sewer system.

Statements of charges for sewerage service, including the minimum or demand charge, plus the charge required for each additional unit of service on one meter, shall be rendered to all consumers on January 1, April 1, July 1 and October 1 of each year, the original thereof being filed in the office of the Village Clerk-Treasurer, and all such statements shall become due and payable forthwith upon such filing. If such charges are not paid within 30 days from the due date, a delinquent charge will be imposed in accordance with § 315-34 of this chapter. All charges for sewerage service in arrears on October 1 in each year shall be listed in accordance with the provisions of §§ 66.0809 and 66.0821, Wis. Stats., and shall be a lien on the real estate to which the service was furnished or made available and shall be collected by the Village Clerk-Treasurer as provided in said § 66.0809, Wis. Stats.

The Village of Superior and all other public corporations maintaining buildings within the corporate limits of the Village shall pay at the same rate as commercial establishments for all sewerage service furnished and available to such building. The Village of Superior shall also pay an additional sum of $4,000 annually for the service and availability of service of said utility in the maintenance of sanitary conditions in the streets and public places and for the benefit of said system in the prevention of the pollution of the subsurface water supply, which sum shall be included annually in the municipal budget and handled and accounted for like other revenue of the sewerage system.

Whenever any premises is to be connected with said system which has not been specially assessed for any part of the cost of constructing the system, a hookup charge of $2,500 shall be paid to the Village of Superior.
All receipts by the Village on account of special assessments hereafter to be levied for payment of costs of constructing said system according to plans and specifications now on file or as hereafter modified, and on account of the hookup charges imposed by § 315-5 hereof, shall be credited and paid to the sewerage system mortgage revenue bond special redemption account established by the provisions of Ordinance No. 21 for the payment of principal and interest of bonds therein authorized.
