[HISTORY: Adopted by the City Council of the City of Salem 12-19-1977 as Ord. No. 7726. Amendments noted where applicable.]
There is hereby established a Department for Ambulance Services in and for the City of Salem.
The Council shall annually appoint a committee from its membership, of such number as it shall designate, to oversee ambulance services.

The function of the Department for Ambulance Services shall be as follows:
A. 
To provide the vehicle for use by the local service organization in rendering emergency transport to persons within the City of Salem requiring medical attention at area hospitals or other similar institutions and also for use in area mutual aid medical transport services within and outside the City of Salem pursuant to agreement with area ambulance corps;
B. 
To provide shelter for the storage of said vehicle and for the use of the local ambulance service organization in connection with providing ambulance service.
C. 
To provide the funding for the operation of the emergency and mutual aid medical transport service, by receiving donations for said purpose for deposit in municipal general account and by appropriating the remainder of the necessary funds to operate said service in the City of Salem annual budget.
The City of Salem may enter into an agreement with a local nonprofit organization for the mutual supplying of emergency and mutual aid medical transport and related services to the citizens of the City of Salem and such surrounding areas as are agreed upon.
The organization operating the aforesaid emergency transport service shall be governed by its own articles of incorporation and bylaws, so long as said operation is not in violation of the laws of the United States or State of New Jersey or ordinances of the City of Salem and so long as said organization qualifies as a nonprofit organization.
The title and ownership of the vehicle or vehicles and equipment utilized by said organization in the supplying of emergency and mutual aid medical transport and the shelter for said vehicle shall be in the name of the City of Salem, which shall, through receipt of donations and appropriation of funds, finance the operation of said service.
