Since there is danger to life and property in the use of electricity, this chapter is enacted to regulate the installation and the alteration of wiring for electricity of 50 volts or more in the Village of Caledonia.
All electrical installations (which shall hereinafter mean installations and alterations) shall be made in conformity with the requirements of the provisions of this chapter or any other local law, ordinance or the New York State Uniform Fire Prevention and Building Code Act (the "Building Code").[2]

The Village Board of Trustees is authorized to deputize certain organizations and their agents as agents of the village to inspect electrical installations and to approve or disapprove of those installations. Such authorization shall be granted by the Village Board of Trustees by resolution upon the application of an organization upon proof of its ability to make inspections and to determine the conformity of installations with § 95-2 hereof. These authorized agents, known as "electrical inspectors," shall receive their appointments, provided that no fee is charged to the Village of Caledonia for their inspections. Each inspector shall maintain insurance coverages and furnish proof thereof to the Village Board of Trustees in such amounts as may be required by the Village Board of Trustees for the protection of the Village of Caledonia.

A. 
Inspections.
(1) 
The electrical inspector shall make inspections and reinspections of electrical installations in and on properties in the Village of Caledonia upon written request of an authorized official of the Village of Caledonia.
(2) 
The electrical inspector is authorized to make inspections and reinspections of electrical wiring installations, devices, appliances and equipment in and on properties within the Village of Caledonia where he deems it necessary for the protection of life and property.
(3) 
In the event of an emergency, it is the duty of the electrical inspector to make electrical inspections upon the oral request of an official or officer of the Village of Caledonia.
B. 
It shall be the duty of the electrical inspector to furnish written reports to the proper officials of the Village of Caledonia and owners and/or lessees of property where defective electrical installations and equipment are found upon inspection.
C. 
Certificate of compliance.
(1) 
The electrical inspector shall authorize the issuing of a certificate of compliance when electrical installations are in conformity with this chapter.
(2) 
The electrical inspector shall deliver the certificate of compliance to the Village of Caledonia to the attention of the Code Enforcement Officer.
D. 
Duties of Code Enforcement Officer.
(1) 
It shall be the duty of the duly appointed Code Enforcement Officer of the Village of Caledonia to enforce all the provisions of this chapter and of all local laws and the building code as referred to in this chapter insofar as any of the same apply to electrical installations.[2]

(2) 
The Code Enforcement Officer is authorized to issue a certificate of occupancy or compliance with the provisions of this chapter upon the basis of the report made by the electrical inspector.

It shall be a violation of this chapter for any person, firm or corporation to install or cause to be installed or to alter electrical wiring for light, heat or power in or on properties in the Village of Caledonia until an application for inspection has been made to a duly authorized electrical inspector. It shall be a violation of this chapter for a person, firm or corporation to connect or cause to be connected electrical wiring in or on properties for light, heat or power to any source of electrical energy supply prior to the issuance of a certificate of compliance by an electrical inspector.
Any person, firm or corporation who or which shall violate any of the provisions of this chapter or any rule or regulation made pursuant thereto shall, upon conviction thereof, be punished by a fine of not more than $250 or 15 days' imprisonment, or both, and each day on which such violation continues shall constitute a separate offense.

This chapter shall not be construed to relieve from or lessen the responsibility of any person owning, operating, controlling or installing any electrical wiring, devices, appliances or equipment for loss of life or damage to person or property caused by any defect therein, nor shall the Village of Caledonia be deemed to have assumed any such liability by reason of any inspection made pursuant to this chapter.
