When any vehicle is parked or abandoned on any street within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the highway on which said vehicle is parked or abandoned or when any vehicle is found unattended on any highway within the Village where said vehicle constitutes an obstruction to traffic or when any vehicle is parked or standing unattended on any highway within this Village where stopping, standing or parking is prohibited, said vehicle may be removed by the Police Department of the Village.

The Police Department shall arrange for the removal and storage of such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the towing agency of the amount of expenses actually incurred in effecting such removal, such charges not to exceed an amount as shall be set forth from time to time by resolution of the Board of Trustees and as indicated on a fee schedule on file in the office of the Village Clerk, together with any charges for storage, which shall not exceed an amount as shall be set forth from time to time by resolution of the Board of Trustees and as indicated on a fee schedule on file in the office of the Village Clerk.
It shall be the duty of the Police Department to ascertain to the extent possible the owner of the vehicle or person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
