Pursuant to N.J.S.A. 2A:4A-20 et seq., and the
New Jersey Attorney General Guidelines for Stationhouse Adjustment
of Juvenile Delinquency Offenses ("Guidelines"), there is hereby created
a Youth Guidance Council ("Council") of the Township of Freehold.
A.Â
Appointment of members; terms; vacancies. The Council
shall consist of seven members appointed by the Township Committee
who shall be residents of the Township, except as noted below. One
member of the Council shall be a member of the Township Committee
who shall be appointed annually. One member of the Council shall be
a member of the Police Department of the Township, need not be a resident
of the Township and shall be appointed for a three-year term. Five
members of the Council shall be members at large. All appointments
shall be for a term of three years, staggered so that the term of
two Council members (other than the Township Committee member) shall
expire in each year. All vacancies shall be filled for the unexpired
term only. Council members shall serve until their successors are
appointed and qualify, and they shall receive no compensation for
their services.

Attendance. Any Council member who attends less than
2/3 of the meetings for any calendar year shall be discharged from
the Council by resolution of the Township Committee, and, in this
event, a successor shall be appointed to serve for the unexpired term.

The Youth Guidance Council shall constitute the governmental
agency providing an alternative method that law enforcement agencies
may use to handle first-time juvenile offenders who have committed
minor juvenile delinquency offenses within the Township.

In carrying out its duties, the Council shall strictly adhere to the Guidelines as may, from time to time, be amended. Further, the Council shall implement the provisions of Chapter 224, Parental Responsibility, of the Code of the Township of Freehold, to the extent not contrary to the provisions of the Guidelines.
