It shall be a punishable offense under this article for any person in control and custody of a dog and/or walking said dog to allow said dog to defecate on any school ground, public park, public street, sidewalk or right-of-way, public grounds or any private property within the Town, other than property owned or controlled by the owner or person having control and custody of said dog, unless said person immediately removes all feces so deposited by said dog from such property and thence to property owned or controlled by said person, to a Town-provided repository as they may from time to time exist, or in an otherwise appropriate and sanitary manner.
