It shall be unlawful for any person or the owner or keeper of any animal or fowl to suffer or permit the same to be at large in the Village.[1]

No person shall tie, secure or fasten any animal to any fence, hydrant, lamppost, shade or ornamental tree, or boxing or stakes thereof, planted or standing along any sidewalk or in or along any streets of the Village.
All stables, barns and other places wherein animals or fowl are kept shall be maintained in a clean and sanitary condition. All accumulations of waste therein shall be stored in such places and removed with such frequency and in such manner as to prevent offensive or noxious odors and to prevent their becoming breeding places for flies, vermin and other pests.
