No person shall construct any sidewalk except under the supervision and in accordance with the directions of the Street Commissioner.
A. 
No person or corporation shall dig or cause to be dug into, through or across any street, alley, sidewalk or public grounds any trench, ditch or other opening for any purpose without the consent of the Board of Trustees and under the supervision of the Street Commissioner.
B. 
All such ditches or trenches or other openings shall at all times be carefully and properly guarded and lighted at night.
No person shall build or maintain any opening, trap, excavation or depression into or projection above the sidewalk not heretofore existing, and in all cases where any such opening, depression or projection shall now exist, it shall be the duty of the owner of the abutting property to cause the same to be securely covered, guarded and enclosed at all times.
No person or corporation shall erect or cause to be erected any telegraph, telephone or electric light pole in or upon any street, alley or public grounds or string any wire in, over or upon the street or public grounds or upon, over or in front of any building or buildings without the consent of the Board of Trustees.

A. 
No obstructions shall be placed on sidewalks within the village except as follows:
(1) 
Newspaper vending machines as expressly authorized by law.
(2) 
Flower pots, planters and other items placed for the purpose of the beautification of the village, provided that the same do not block or unduly hinder pedestrian traffic on the main portion of the sidewalk, and provided that the same are of sufficient color and size to be visible to pedestrians, do not block the opening of doors of cars legally parked on the street and do not create a dangerous condition. Any such items when not in actual use must be removed from the sidewalk.
(3) 
Goods, wares or merchandise placed on the sidewalk temporarily for a reasonable time for purposes of loading and unloading the same.
(4) 
Goods, wares or merchandise placed on the sidewalk in connection with sidewalk sales and the like, duly authorized by the village, provided that the same do not block or unduly hinder pedestrian traffic on the main portion of the sidewalk, and provided that the same do not create a dangerous condition.
B. 
No person shall obstruct any street in the village or deposit in such street any goods, wares or merchandise except as necessary in loading and unloading the same.

No person shall erect or construct any awning which shall not be at all times at the lowest point at least seven feet above the sidewalk.
It shall be the duty of the owner, occupant or the person in charge of any lot or of the first story or ground floor of any store or building abutting on any alley, at least once a month and more often whenever required by the Board of Trustees, to cause such alley to be cleaned of any sweepings, dirt, boxes, barrels or other articles or obstructions and cause the same to be removed therefrom.[1]

No person shall engage in coasting or sliding upon any street, sidewalk, alley or public grounds without permission of and under regulations adopted by the Board of Trustees.

Any violation of this Article shall be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
