The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

The parking of vehicles is hereby prohibited on all streets or any other public property of the Village between the hours of 2:00 a.m. and 6:00 a.m., beginning the first day of November in each year and continuing through the first day of April in the next succeeding year.

No person shall park a vehicle upon any streets or highways within the Village for the principal purpose of:
A. 
Displaying such vehicle for sale.
B. 
Washing, greasing, servicing or repairing such vehicle, except repairs necessitated by an emergency situation.

No vehicles shall be permitted to be parked on any Village parking lot continuously for a period of over 72 hours.

A. 
No trucks shall be permitted to be parked on any streets or highways within the Village longer than three hours between the hours of 6:00 a.m. and 6:00 p.m.
B. 
No tractor, trailer, house coach or bus shall be parked on any streets or highways within the Village except for loading or unloading and for no longer than is necessary for such loading or unloading.
C. 
As used in this section, the following terms shall have the meanings indicated:
TRACTOR
A motor vehicle designed and used for drawing a semitrailer.
TRAILER
Any vehicle not propelled by its own power, drawn on the public highways by a motor vehicle.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in the Parking Prohibited at All Times Schedule, on file in the village offices.
No person shall stop a vehicle upon any of the streets or parts of streets described in the No Stopping Schedule, on file in the village offices.
No person shall stand a vehicle upon any of the streets or parts of streets described in the No Standing Schedule, on file in the village offices.
No person shall park a vehicle between the hours of any day specified in the Parking Prohibited Certain Hours Schedule, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, on file in the village offices.
No person shall stop a vehicle during the times of any day specified in the No Stopping Certain Hours Schedule, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, on file in the village offices.
No person shall stand a vehicle during the times of any day specified in the No Standing Certain Hours Schedule, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, on file in the village offices.
No person shall park a vehicle for longer than the time limit shown in the Time Limit Parking Schedule at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, on file in the village offices.
No vehicle shall be parked on any of the streets of the village, with the exception of Division Street, other than parallel with the edge of the street, facing in the direction of traffic and with the front and rear wheels not more than six inches from the curb.
The locations described in the Loading Zones Schedule, on file in the village offices, are hereby designated as loading zones.
The locations described in the Taxi Stands Schedule, on file in the village offices, are hereby designated as taxi stands.
The locations described in the Bus Stops Schedule, on file in the village offices, are hereby designated as bus stops.
