As used in the chapter, the following terms shall have the meanings
indicated.
Any footwear or other device that can be attached to the foot containing
wheels allowing the wearer to propel himself or herself along a surface. As
used in this chapter, roller skates include rollerblades and in-line skates.
Every device propelled by human power, having one or more wheels
affixed to a board or platform upon which any person might ride, stand or
sit and having handlebars or a similar device designed for steering.
Every device propelled by human power, having one or more wheels
affixed to a board or platform upon which any person might ride, stand or
sit.
A.Â
No person shall ride or operate roller skates, a skateboard,
scooter or other similar device:
(1)Â
Upon any public street, alley, highway or public parking
lot within the Borough of East Stroudsburg, nor within the limits of any public
park within the Borough, except in the skatecourt facility at Dansbury Park.
(2)Â
Upon any sidewalk located within the "downtown business
district" area bounded as follows:
(a)Â
Prospect Street on the east, including the sidewalk on
the west side of Prospect Street; west on Analomink Street, including the
sidewalk on the north side of Analomink Street and the entire Municipal Building
parking lot and walkways to South Courtland Street; south on South Courtland
Street and then Washington Street, including the sidewalks on the west side
of South Courtland and Washington Streets to the Interborough Bridge; east
on Brown Street and then Bridge and Ridgeway Streets, including the sidewalk
on the south side of Brown, Bridge and Ridgeway Streets to Prospect Street.
(3)Â
Upon any sidewalk located adjacent to any other street,
alley or highway located in the Borough of East Stroudsburg except during
daylight hours.
(4)Â
While hanging on to another vehicle (including a bicycle
or another skateboard or a motorized vehicle).
B.Â
No skateboard ramp shall be constructed, used or maintained
on any sidewalk.
All operators of roller skates, skateboards, scooters and other similar
devices shall yield the right-of-way to pedestrian traffic by not operating
any skateboard within 20 feet of any pedestrian and shall otherwise operate
such devices in a reasonable and safe manner.
The Stroud Area Regional Police Department shall be responsible for
enforcing violations of this chapter.
Any person violating any provisions of this chapter shall have their
equipment (skateboards, scooters, roller skates and other similar devices)
immediately confiscated by the Police Department for a period of 30 days.
