The Borough of East Stroudsburg, Monroe County, Pennsylvania, under authority granted by the Pennsylvania Municipalities Planning Code (MPC), Act No. 247 of 1968, as reenacted and amended by Act No. 170 of 1988,[1] hereby adopts the following regulations governing the subdivision and development of land within the Borough.

A. 
No subdivision or land development of any lot, tract or parcel of land shall be effected and no street, sanitary sewer, storm sewer, water main or other facilities in connection therewith shall be laid out, constructed, opened or dedicated for public use and travel or common use of occupants of buildings abutting thereon except in strict conformance with the provisions of this chapter.

B. 
All plans for subdivisions shall be submitted to the Borough Planning Commission and approved by it and the Borough Council before they shall be recorded.
C. 
The provisions contained herein shall apply to all land within the Borough limits of the Borough of East Stroudsburg.
This chapter has been adopted in order to create conditions favorable to the health, safety, morals and general welfare of the citizens of the Borough of East Stroudsburg through the provisions of regulations that will ensure the harmonious development of the community.
