A. 
The Borough of East Stroudsburg is authorized to install and maintain parking meters on those streets and parking lots designated and described as parking meter zones in Schedule XX (§ 150-72), attached to and made a part of this chapter.
B. 
In addition, the Borough Council may from time to time, by resolution, add or delete parking meters in said zones or add or delete parking zones throughout the Borough of East Stroudsburg.
Parking meters installed in the parking meter zones established as provided in § 150-28 of this article shall be placed upon the sidewalks or curbs and immediately adjacent to the respective individual parking spaces. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Borough and, when occupied, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall indicate illegal parking or overparking.
A. 
Lines and/or markings shall be painted or placed upon the curb, sidewalk and/or highway adjacent to each parking meter for the purpose of designating the parking space for which such meter is to be used. Each vehicle parked adjacent to any parking meter shall be parked wholly within the lines or markings so placed and applicable to such meter. It shall be unlawful and a violation of this article to park any vehicle across any such line or marking or to park any vehicle in such a position that such vehicle shall not be wholly within the area so designated by such lines or markings.
B. 
When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked so that the foremost part of such vehicle shall be nearest to the parking meter. When a parking space in any parking meter zone is diagonal to the curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.

Whenever any vehicle is to be parked in any space adjacent to which a parking meter shall have been placed, at any time during the period of limited parking as herein prescribed, the operator of such vehicle shall, upon entering such parking space, immediately deposit or cause to be deposited in such parking meter one or more proper coins of the United States as shall be specified in the legend upon such parking meter. Upon the deposit of such coin or coins and placing the meter in operation, such parking space may be lawfully occupied by such vehicle for the time limit designated in Schedule XX (§ 150-72). If any vehicle shall remain in any such parking space for such length of time that the meter shall indicate by a proper signal that the lawful parking time has expired, such vehicle shall be considered as having been parked overtime and fined according to § 150-27.

Meter bags shall be utilized to cover parking meters, if authorized, when specific parking spaces with meters are requested to be utilized for contractor or utility use or for scheduled special events or functions.
A. 
Use of meter bags will be limited to:
(1) 
Contractor work.
(2) 
Utility work.
(3) 
Special promotions for a business that may utilize displays or large vehicles.
(4) 
Special events or celebrations such as carnivals, festivals, parades/walks, films or lectures, business expos or shows, sporting events, graduation ceremonies, or other similar types of community-wide events.
(5) 
Church functions such as weddings, funerals and special services/meetings.
B. 
The organization requesting use of specific parking spaces via meter bags shall apply for such use as soon as possible and no less than 24 hours prior to the day(s) needed. The organization will be responsible for bagging the meters and monitoring their use during the time(s) requested and for uncovering the meter(s) immediately after their use has ended. Bags shall be returned, undamaged, to the Borough Office by the next work day. Violations of this policy shall result in the organization being fined and prohibited from future use of meter bags. Said organization may request no more than 20 meter bags at one time. Requests for greater than 20 meter bags shall be referred to Borough Council for approval. The use of meter bags is limited to no more than three consecutive days for a specific event or function.
C. 
The per-diem cost of each meter bag shall be as follows:

(1) 
Contractor or utility work, special business promotions, special events: $5 per meter per day or part thereof in the Downtown District and $7 per meter per day or part thereof in the Institutional District.
(2) 
There shall be no per-diem charge for church events and funerals, up to a limit of five meter bags. Additional bags requested shall be charged $5 per meter per day or part thereof in the Downtown District and $7 per day or part thereof in the Institutional District.

It shall be unlawful and a violation of this article for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article, provided that nothing herein shall apply to the servicing or opening of parking meters by officers, employees and/or peace officers of the Borough under the directions of the Mayor and/or the Borough Council.
It shall be unlawful to deposit or cause to be deposited in any parking meter a slug, device or metallic substance instead of a proper coin of the United States.
Nothing contained in this article shall be construed to permit parking of vehicles in those spaces within any zone in which parking is prohibited by other provisions of this chapter.

Any person who shall violate any section of this article shall, for each and every such violation, upon conviction, be sentenced to pay a fine of not more than $600 or to imprisonment of not more than 30 days, or both.
