Words and phrases as used in this article shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania.
The Mayor is hereby authorized to designate such regulation of traffic by peace officers as he deems necessary for the safety and welfare of the Borough.
The Council shall, subsequent to the passage of this article, by resolution, order the erection and use of official traffic signals at such locations or intersections as it shall deem necessary for the proper regulation of traffic.
A. 
The maximum speed limit on all Borough streets shall be 25 miles per hour, except as follows:
(1) 
On Pennsylvania Legislative Route 415, the maximum speed limit shall be 35 miles per hour.
(2) 
Old Lake Road, from an area of Puterbaugh's Store to Pennsylvania Legislative Route 415, is hereby declared a congested area, and the maximum speed on said road shall be 20 miles per hour.

(3) 
On Outlet Drive, the speed limit is reduced from 35 miles per hour to 15 miles per hour. The fifteen-mile-per-hour speed limit shall be posted at the beginning and end of each speed zone and at intervals not greater than 1/2 mile.

(4) 
On 2nd Street, Route 1024, Route 415 to the Borough line, east and west, the maximum speed limit shall be 35 miles per hour.

(5) 
On the Old Lake Road from Route 415 Lakeside Drive to Route 415 Memorial Highway, north and south, the maximum speed limit shall be 35 miles per hour.

(6) 
The speed limit for Marina Drive in Marina Commons in the Borough of Harveys Lake shall be 15 miles per hour. Said speed limit shall be posted as required pursuant to applicable commonwealth requirements.

B. 
The Council may, by resolution, establish lower speed limits for specific portions of streets, as authorized by the Vehicle Code of Pennsylvania.
C. 
No provision for a speed limit established herein or hereunder shall be effective until official signs have been erected.
A. 
Whenever snow has fallen and the accumulation is such that it covers any Borough street, no vehicle shall be parked on said street or portion thereof. This prohibition shall remain in effect after the snowfall has ceased until the street shall have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic or snow removal operations.
B. 
Each day that such violation exists shall be deemed a separate and distinct violation.
A. 
The Council shall, by resolution:
(1) 
Prohibit the use of any street by certain vehicles or establish weight limits thereon, when conditions warrant.
(2) 
Establish through streets and stop and yield signs.
(a) 
There shall be a stop sign placed at the intersection of Marina Drive and S.R. 415 for exit purposes.

(3) 
Regulate or prohibit parking, stopping or turning.
(a) 
No parking.

NO PARKING HERE TO CORNER signs shall be posted on Park Street on the north and south side at a distance of 30 feet from Route 415 Lakeside Drive; also the signs shall be posted on the north and south side of Park Street, on Route 415 Lakeside Drive at a distance of 30 feet from the south corner of Park Street and at a distance of 82 feet from the north corner of Park Street.

NO PARKING HERE TO CORNER signs shall be posted on Route 415 Lakeside Drive and Route 1415 Lakeside Drive and on Route 415 Noxen Road. The first sign shall be 30 feet from the corner of Noxen Road South and 30 feet north of Noxen Road, and on Route 415 Noxen Road on both the south and north side of the road.

NO PARKING signs shall be posted on Route 1022, First Street, at the full length of First Street for a distance of 1,164 feet and shall be posted on the north side of First Street; and NO PARKING signs shall be posted on Route 1022, High Street at the full length, for a distance of 582 feet, and shall be posted on the west side of the road.
[4] 
NO PARKING signs shall be posted on Route 415, south from the corner of the Marina Cafe, for a distance of 224 feet on the south side of Route 415.
[5] 
NO PARKING signs shall be erected on Hillside Avenue on the west side of the street, from Route 415 to Route 1063 and at a distance of 0.2 of a mile, between the hours of 12:00 noon and 5:00 p.m., Monday through Saturday.

No parking is allowed on both sides of Nathan Street in the Borough; and NO PARKING signs shall be erected on both sides of Nathan Street pursuant to applicable commonwealth requirements.

No parking is allowed on both sides of Marina Drive, in Marina Commons, in the Borough; and NO PARKING signs shall be erected on both sides of Marina Drive pursuant to applicable commonwealth requirements.

(b) 
Stop signs.

A stop sign shall be erected on Rood Avenue on the west side of the street, where it connects with School Street.
(4) 
Establish one-way streets, regulations for use of streets by processions or assemblages, loading zones and safety zones.
(a) 
Marina Drive in the Marina Commons in the Borough of Harveys Lake shall be one-way traffic only.

(5) 
Establish such additional regulations for the operation of vehicles within the Borough not inconsistent with the Vehicle Code of Pennsylvania.
B. 
No resolution adopted pursuant to this section shall be effective until official signs and/or other requirements set forth in the Vehicle Code of Pennsylvania have been complied with.

Any violation of any provision of any resolution adopted pursuant to this article shall be deemed a violation of this article.
Any person who shall violate any provision of this article for which there is no specific penalty provided in the Vehicle Code of Pennsylvania shall, upon conviction thereof for each violation, be subject to a fine of not more than $50, plus costs of prosecution. In default of the payment of said fine plus costs, said person shall be sentenced to the county jail for a period not exceeding 10 days.
