A.
Westtown Township and East Goshen Township desire
collectively to associate themselves together in and to create the
Westtown-East Goshen Police Department.
B.
The power to create such joint police department is granted by the Constitution of the Commonwealth of Pennsylvania, Article IV, Section 5 et seq, and by 53 Pa.C.S.A. § 2301 et seq.

C.
The Board of Supervisors of Westtown Township, pursuant
to the provisions of the aforesaid statute, is authorized to enter
into an intergovernmental cooperation agreement and to delegate certain
functions, powers and responsibilities to another governmental unit
upon the passage of this article.

The Board of Supervisors hereby ordains to enter
into the Articles of Agreement between the Townships of Westtown and
East Goshen in the form proposed by the Township Solicitor for the
purpose of creating the Westtown-East Goshen Police Department and
regulating its operation.
The Board of Supervisors hereby ordains that
it may execute such amendments to the Articles of Agreement as may
be necessary from time to time to carry out the purposes of this article
and the Articles of Agreement adopted pursuant thereto.
