The following rules and regulations are hereby established for the management and protection of parks and playgrounds located within the Township of Westtown, hereinafter designated "the parks":
A. 
The parks shall be open daily to all township residents and their accompanied guests between sunrise and sunset. No person, other than authorized employees of the township, shall be in the park at any time between sunset and sunrise.
B. 
No person shall injure, deface, remove, cut or damage any of the trees, plants, shrubs, turf, buildings, structures or fixtures herein, or any other property of the township located within the parks.
C. 
No person shall remove any bench, seat or table from the parks or change the location thereof without written permission from the Township Manager.
D. 
No person shall conduct himself within the parks so as to annoy any other person using the parks for recreational purposes.
E. 
No person or organization shall hold any meeting or gathering assembled through advertisement or public notice, or any gathering otherwise assembled and composed of 10 persons, within the limits of the parks, without having first obtained written permission from the Township Manager. Such permit shall indicate the location of the park where such gathering or meeting shall be held, and the hours of the planned event. Such gathering shall not be held at any other location or time within the park. The application for permit shall also indicate the sponsoring person(s) or organization(s), the approximate number of persons attending the planned event, the equipment to be used, and such other pertinent information. The application for such permit shall be in the name of a person who shall be responsible for seeing that all refuse left by the group shall be placed in proper containers or removed from the grounds before leaving the park. The application for such permit shall be made at least two weeks prior to the time of the planned use for which permission is being requested.
F. 
For all gatherings for which police security is deemed necessary by the Township Manager, such security must be paid for by the sponsor(s) of the gathering.
G. 
The township may require a deposit from the sponsoring organization(s) or party proposing to hold a meeting or gathering within the limits of the parks. Such deposit, in an amount as set from time to time by resolution of the Board of Supervisors, is refundable in part or in full subject to the conditions described in Subsections F and K.
H. 
Motor vehicles of any kind are not allowed on park grounds without special permission from the Township Manager, except those vehicles used in the course of park maintenance or other necessary activity. Parking on the property is prohibited except in authorized areas during normal park hours. Bicycles are not permitted on any township park trail or in any open space areas.
I. 
Sound equipment (amplification) shall be permitted in the parks only by special written permission from the Township Manager.
J. 
No person shall set up any booth, table, stand or structure whatsoever within the limits of the parks without written permission of the Township Manager.
K. 
No person shall dispose of any refuse in the parks except in receptacles designated for their respective purpose. All persons using the parks shall dispose of all refuse left by them in such proper receptacles. If any refuse is not disposed of in this manner and the township is put to the expense of so doing, the organization or party shall forfeit an appropriate amount of the deposit which may have been placed with the township to reimburse it for such expense.
L. 
No person shall injure, deface or destroy any notice, rule or regulation posted at any place within the parks by authority of the Board of Supervisors. Nor shall any person post, at any place within the parks, any notice or placard other than with the written permission of the Township Manager.
M. 
No person shall set or maintain any fire in the park except in stoves and fireplaces maintained for the purpose and located by authority of the township. The Township Fire Marshal should be contacted when the use of the Fire Circle is requested.
N. 
No person, other than an officer of the law, shall carry or discharge a weapon within the limits of the parks.
O. 
Swimming or boating is not permitted in any park except in areas provided and specified for that purpose.
P. 
All organized athletic events (leagues, tournaments, etc.) shall be scheduled through the Township Park and Recreation Committee.
A. 
Person(s) signing the permit are responsible for ensuring the compliance of their guests with these rules and regulations.
B. 
The person signing the permit must remain on-site during the course of the event.
C. 
The permit holder is required to notify their guests of these rules and regulations and to supply their vendors and employees with a copy of these rules and regulations.
D. 
Twenty-four-hour advance notice of event cancellation is required in order to obtain refund of deposit.
E. 
Use only the requested and approved facility area and equipment. Second and third floors and basement are off limits at all times.
F. 
No alcoholic beverage use is permitted in the mansion or on the grounds.
G. 
Smoking is not permitted within the facility.
H. 
Hours available: 8:00 a.m. to 10:00 p.m. (cleaned up and out).
I. 
Parking only in designated parking lots. No parking on lawn areas. Large attendance events require special permission to use field area for additional parking.
J. 
No nailing, tacking, stapling, etc., to walls or woodwork. Use of candles is not permitted.
K. 
Cleanup must be done the day/evening of the event:
(1) 
Restore room and/or area to good order.
(2) 
Return chairs and tables to original arrangement.
(3) 
Separate recyclables and place trash in plastic bags and place in kitchen. Do not put outside.
(4) 
Rental equipment. Delivery and pickup not within the hours outlined in Subsection H above requires special arrangements with the township prior to issuance of a permit.
(5) 
All decorations and signs are to be removed the day of the event.
L. 
All hallways and doors are to be kept clear of all objects at all times by order of the Township Fire Marshal.
M. 
For all gatherings for which police security is deemed necessary by the Township Manager, such security must be paid for by the sponsor(s) of the event.
N. 
Failure to comply with any or all of the above enumerated rules and regulations will result in loss of facility use privileges and forfeiture of deposit.
A. 
The fee schedule shall be as set from time to time by resolution of the Board of Supervisors.
B. 
Nonprofit organizations may use the facilities for meetings or training sessions free of charge upon application to and approval by the Board of Supervisors.
C. 
Nonprofit fund-raising affairs are subject to the above-stated fee schedule.
D. 
All events, unless otherwise noted, require a deposit as set from time to time by resolution of the Board of Supervisors, refundable upon return of the mansion to the agreed-upon condition.
Any person who violates or permits a violation of this chapter shall, upon being found liable therefor in a civil enforcement proceeding commenced by the township before a District Justice, pay a fine of not more than $600, plus all court costs, including reasonable attorney's fees, incurred by the township in the enforcement of this chapter. No judgment shall be imposed until the date of the determination of the violation by the District Justice. If the defendant neither pays nor timely appeals the judgment, the township may enforce the judgment pursuant to the applicable Rules of Civil Procedure. Each day a violation exists shall constitute a separate offense. Further, the appropriate officers or agents of the township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
