In order to carry out the stated purpose of this chapter, the Borough is hereby divided into zoning districts, designated as follows:

The locations and boundaries of each of these zoning districts are set forth on the Zoning Map attached hereto and made a part hereof by this reference and adopted at the time of enactment of this chapter.[1] All notations, references, explanatory matter and other information on the Zoning Map are adopted and incorporated herein by this reference. The Zoning Map shall be kept on file for public inspection in the business office of the Borough.

The zoning district boundaries shall be shown on the Zoning Map with heavy solid lines and placement of the short names of the respective zoning districts within such boundaries to indicate the areas located within the various zoning districts. Where uncertainty exists as to the precise location or extent of any zoning district, the following shall apply:
A. 
Where district boundaries are indicated as approximate, coinciding with the center lines of streets, ways, alleys, highways, railroad lines, or streams, such center lines shall be construed to be such boundaries.
B. 
Where district boundaries are indicated as approximately coinciding with recorded lot boundary lines, such lot lines shall be construed to be such boundaries, or where district boundaries are indicated as extensions of recorded lot boundary lines, such lines shall be construed to be such boundaries.
C. 
Where district boundaries are indicated as approximately parallel to center lines of streets, alleys, ways, highway, railroad lines, streams, lot lines or other physical features, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the Zoning Map, provided that distances not indicated specifically on the Zoning Map shall be determined by measurement according to the scale of the Zoning Map.
D. 
Where physical or cultural features existing on the ground are at variance with the district boundaries as shown on the Zoning Map or as interpreted pursuant to this section, the Zoning Hearing Board, upon application, shall interpret the district boundaries.
A. 
Low-Density R-1 Residential District (R-1). The purpose of this district is to preserve the natural features and resources of certain areas of the Borough with low-density residential development suited to the rural-suburban character of these neighborhoods.
B. 
Moderate-Density R-2 Residential District (R-2). The purpose of this district is to combine the preservation of natural features and resources with low-density residential development suited to the natural conditions and the rural-suburban character of these portions of the Borough.
C. 
Neighborhood R-3 Residential District (R-3). It is the purpose of this district to allow for a somewhat greater population density than the Low-Density and Moderate-Density Residential Districts (R-1 and R-2), with a continuing emphasis on preservation and protection of natural resources and the environment as well as compatibility with existing development.
D. 
Special Use SU District (SU). It is the purpose of this district to provide for a variety of residential dwelling options at a reduced intensity of development in order to conserve environmentally sensitive land.
E. 
General Commercial C-1 District (C-1). It is the purpose of this district, in keeping with the existing character of the area, to encourage quality commercial and certain industrial development, which development will relate to the adjacent residential areas in a positive way, pursuant to performance standards proscribing or regulating adverse impacts.
F. 
Mixed Use C-2 District. It is the purpose of this district, by allowing a mixture of light commercial and residential uses, to permit only that development which is in harmony with contiguous residential areas.
G. 
Flood Hazard Overlay District (FHO). The purpose of this overlay district, pursuant to the provisions of the Floodplain Management Act of 1968, 32 P.S. § 679.101 et seq., and as a prerequisite to participation in the National Flood Insurance Program, is to limit use or development of floodplain areas, designated as an overlay district on the applicable map of the floodplain prepared by the United State Army Corps of Engineers in connection with such program, is regulated under these provisions.
H. 
Conservation Overlay CO District (CO). The purposes of this overlay district is to promote the public health, safety and welfare through the protection of steep slope areas and by encouraging the provision of open space located and designed so as to retain certain rural qualities during the physical development of the Borough, to permit only those uses of steep slope areas which are compatible with the conservation of natural conditions and which maintain stable soil conditions by minimizing disturbances to vegetative ground covers, to limit soil erosion and the resultant destruction of the land, to maintain the ecological integrity and habitat value of steeply sloped areas, i.e., indigenous vegetation and wildlife, which could be adversely affected by otherwise permitted disturbances, and to allow the continuing replenishment of groundwater resources and the maintenance of springs.
