Building permits:
(1)
A permit issued by the City for any type of construction, alteration or repair, such as building, mechanical, electrical, plumbing, gas, sign, fence, dock, seawall, swimming pool, antenna, driveway resurfacing or paving permit, excavation or fill shall require the payment at the time of the application for permit of a base permit fee of $70, plus an amount equal to 2% of project value in excess of $1,000
(a)
Projects that indicate a private provider will be used for inspections at the time of submission of a permit application will receive a 25% reduction of permit fees. Projects that indicate a private provider will be used for both inspections and plan review at the time of submission of a permit application will receive a 50% reduction of permit fees.
(b)
If a project indicates a private provider will be used in advance but decides not to continue after construction commences, the applicant will be responsible for the full permit fee prior to the City performing any plan reviews or inspections.

Inspection fees:
(1)
Permit fees include all required inspections. In the event a partial inspection is requested by the permit holder or a reinspection is required as a result of failing an inspection, an additional fee of $50 shall be charged for each partial inspection or reinspection.
(2)
After-hours inspections. A fee of $300 shall be charged in the event the permit holder requests, and the City grants the request for an inspection to take place outside of normal business hours. For purposes of this section, "normal business hours" are the Community Improvement Department's hours of operation.

In the event that the processing of a private application for zoning or code compliance requires additional professional review or the preparation of a report, the applicant shall pay reimbursement for all reasonable expenses incurred by the City, as may be deemed necessary by the Building Official or his/her designee, to review and process a site plan review. Expenses may include, but are not limited to, any technical, engineering, planning, landscaping, surveying, legal or architectural services, and advertising.

Planning and Zoning Board fees:
Applications to the Planning and Zoning Board for variance, special exception use permit, rezoning applications and applications for subdivision approval require payment of a nonrefundable fee of $250 for residential projects and $500 for commercial projects per request at the time of application. In the event a single applicant applies for more than one of the above-listed approvals on a single parcel and the requests are scheduled to be heard by the Planning and Zoning Board at a single meeting, the applicant shall be entitled to a discount of $100 on the second and subsequent requests.

The fee for starting work without first obtaining a required building permit shall be five times the adopted fee.
In the event that work that requires any City permit or formal Board approval is started without a permit being obtained or approval being granted, the fee for applying for an after-the-fact permit or approval shall be double the amount of the adopted fee.
Nothing herein shall affect any fees not specifically amended, including but not limited to any occupational licensing fees, concurrency management fees, right-of-way permit fees, adult use annual licensing fee or permit fees, telecommunications tower permit fees, impact fees, surcharges, user fees or franchise fees.
