The following health insurance policies and
procedures constitute the health insurance policy for the Town of
Greenwich in regard to employees' health and medical insurance. Said
policy may be amended from time to time by the Greenwich Town Board.

A.
All full-time highway employees and full-time appointed employees
who commenced work prior to March 1, 2003, and all full-time elected
officials are entitled to fully paid single, double or family coverage
from the health insurance company selected by the Town each year to
provide health insurance plans for the eligible Town employees or
elected officials.
B.
Current part-time elected officials are entitled to fully paid single
coverage only effective January 1, 2004.
C.
All full-time highway employees and full-time appointed employees
who commenced work after March 1, 2003, are entitled to single, double
or family coverage from the health insurance company selected by the
Town each year to provide health insurance plans for the eligible
Town employees or elected officials and must contribute 20% of their
monthly premium by way of payroll deduction.
D.
The Town will annually select at least one health insurance company
to provide health insurance plans for the eligible Town employees.
The Town will designate one of those health insurance plans as the
one for which they will pay the appropriate amount of the premium.
The Town may also offer other health insurance plans, with different
coverage, that the employees may choose provided the employee pays,
by payroll deduction, any additional cost to the Town over and above
the designated health insurance plan cost. The employees may only
choose the nondesignated health insurance coverage during the open
enrollment period.
E.
Part-time elected officials may purchase additional medical insurance,
by payroll deduction, at the Town's group rate.
F.
Part-time nonseasonal employees may purchase additional medical insurance,
by payroll deduction, at the Town's group rate.
G.
Seasonal employees are not eligible for medical insurance from the
Town nor are they eligible to purchase medical insurance from the
Town.[1]

Editor's Note: Former Subsection H, which provided that employees
had the opportunity to receive additional pay in place of their current
health insurance, and which immediately followed this subsection,
was repealed 12-28-2016 by L.L. No. 1-2017.
As used in this article, the following terms
shall have the meanings indicated:
Any employee who is regularly scheduled to work at least
30 hours per week.
Any employee who is regularly scheduled to work fewer than
30 hours per week.
Any employee who is regularly scheduled to work fewer than
twelve months per year.
A.
Any employee of the Town of Greenwich retiring after
20 years of full-time employment, who has attained the age of 55,
will be entitled to paid-in-full health and medical individual coverage,
if hired prior to March 11, 2003. Employees hired on or after March
11, 2003, will be entitled to the Town paying 80% of health and medical
individual coverage, subject to the following conditions:

(1)
The person must be a full-time employee of the Town
at the time of retirement.
(2)
Thirty hours per week constitutes full-time employment
and includes highway employees, appointed employees, the Highway Superintendent,
Town Clerk, and Town Supervisor.
(3)
The 20 years of full-time employment do not have to
be continuous.
(4)
Spouses of retired employees will be covered, but
at their own expense.
(5)
There will be no Medicare reimbursement to policy
holders for any present or former employees.
(6)
Medical insurance for retirees will be provided by
the health insurance company or companies selected by the Town Board.
However, if the retiree moves from the area, the retiree has the option
of obtaining his or her own coverage in the new location. Upon proof
of coverage (i.e., copy of insurance bill,) the Town will reimburse
the retiree for the cost of the health insurance premiums for each
month thereafter. The reimbursement rate will be at the least expensive
rate paid by the Town for retirees of the Town or the retiree’s
rate for coverage in his or her new location, whichever is the lowest.
Notice of any premium changes are to be forwarded to the Town before
the effective date of change.

as an option:
