A.
Definition of words and phrases. The words and phrases
used in this article for the purpose of this article have the meanings
respectively ascribed to them by Article I of the Vehicle and Traffic
Law of the State of New York.
B.
Official time standard. Whenever certain hours are
named herein or on traffic control devices such as signs, they shall
mean the time standard which is in current use in this state.
The provisions of this article shall apply on
all roads within the Town of Greenwich, except for those roads within
the Village of Greenwich. Nothing herein shall be construed to prohibit
compliance with the directions of a police officer or law enforcement
official, nor to prohibit an emergency vehicle from access in the
course of an emergency.

The parking of vehicles is hereby prohibited
on all Town rights-of-way within this Town between 12:00 midnight
and 6:00 a.m., from November 1 to April 1.
A.
Circumstances under which vehicles may be impounded.
(1)
When any vehicle is parked or abandoned on highways
within the Town during snowstorms, floods, fires or other public emergencies
which affect that portion of the highway upon which said vehicle is
parked or abandoned, said vehicle may be removed under the direction
of the Highway Superintendent or his designated deputy.
(2)
When any vehicle is found unattended on any highway
within the Town where said vehicle constitutes an obstruction to traffic,
said vehicle may be removed under the direction of the Highway Superintendent
or his designated deputy.
(3)
When any vehicle is parked or abandoned on any highway
within the Town where stopping, standing or parking is prohibited,
said vehicle may be removed under the direction of the Highway Superintendent
or his designated deputy.
B.
After removal of any vehicle as provided in this article,
the Highway Superintendent or his designated deputy may cause such
vehicle to be stored in a suitable place at the expense of the owner.
C.
Such owner or person in charge of the vehicle may
redeem the same upon payment to the person with whom stored the amount
of all expenses actually and necessarily incurred in effecting such
removal and the daily charges for storing the vehicle.
D.
It shall be the duty of the Highway Superintendent
or his designated deputy to ascertain to the extent possible the owner
of the vehicle or the person having the same in charge, and notify
that person of the removal and disposition of such vehicle and of
the amount which will be required to redeem same.
E.
The cost of removal and daily storage of any vehicle shall be at
the vehicle owner's expense.

F.
The Town and/or Town Highway Superintendent and its
employees and/or agent, shall not be liable for any damage which may
occur in the removal of any vehicle.
Every person convicted of a traffic infraction
for a violation of any provision of this article shall, for a first
conviction thereof, be punished by a fine of not more than $50; for
a second conviction within 18 months thereafter, such person shall
be punished by a fine of not more than $100; upon a third or subsequent
conviction within 18 months after the first conviction such person
may be punished by a fine of not more than $250.

The parking or standing of any motor vehicle or trailer is prohibited
in the following locations at all hours:
