There is hereby established a Board of Health in the Borough of Glen
Gardner in the County of Hunterdon and State of New Jersey.

Said Board of Health shall consist of five members, all of whom shall
be appointed by the Mayor and confirmed by the Council. All members shall
be residents of the Borough of Glen Gardner.

The Board shall organize on the fourth Tuesday in January, and shall
elect such officers as may be necessary to carry out the duties of said Board.
A.Â
The Board of Health shall have the duty of protecting
the health of the residents of said Borough of Glen Gardner.
B.Â
The Board of Health shall have all of the powers which
are provided by the laws of the State of New Jersey and the rules and regulations
of the Department of Health of the State of New Jersey.

An Environmental Commission is hereby established in and for the Borough
of Glen Gardner pursuant to Chapter 245 of the Laws of 1968 (N.J.S.A. 40:56A-1
to 40:56A-5), to be known as the "Glen Gardner Environmental Commission."

The Environmental Commission shall consist of five members
to be appointed by the Mayor with the advice and consent of the other members
of the Borough Council. One member shall be a member of the Glen Gardner Planning
Board, and all members shall be residents of the Borough of Glen Gardner.

Two members of said Commission shall be appointed for
terms expiring December 31, 1975; two shall be appointed for terms expiring
December 31, 1974; and one shall be appointed for a term expiring December
31, 1973. All subsequent appointments of members, except to fill vacancies,
shall be for terms of three years beginning the first day of January of the
first year of the term.

Members of said Commission shall serve without compensation.
The Environmental Commission shall have power to conduct research into
the use and possible use of the open land areas of the borough, and may coordinate
the activities of unofficial bodies organized for similar purposes, and may
advertise, prepare, print and distribute books, maps, charts, plans and pamphlets
which in its judgment it deems necessary for its purposes. It shall keep an
index of all open areas, publicly or privately owned, including open marshlands,
swamps and other wetlands, in order to obtain information on the proper use
of such areas, and may from time to time recommend to the Glen Gardner Planning
Board plans and programs for inclusion in a Borough Master Plan and the development
and use of such areas.
The Environmental Commission may, subject to the approval of the Borough
Council, acquire property, both real and personal, in the name of the borough,
by gift, purchase, grant, bequest, devise or lease, for any of its purposes,
and shall administer the same for such purposes subject to the terms of the
conveyance or gift. Such an acquisition may be to acquire the fee or any lesser
interest, development right, easement (including conservation easement), covenant
or other contractual right (including a conveyance on conditions or with limitations
or reversions) as may be necessary to acquire, maintain, improve, protect,
limit the future use of or otherwise conserve and properly utilize open spaces
and other land and water areas in the borough.
The Environmental Commission shall keep records of its meetings and
activities and shall make an annual report to the Borough Council.
