It shall be unlawful for any person having a dog in his care, custody or control to take, or permit any dog in his care, custody or control to enter, into any public park or playground or upon the walks through such public park or playground or adjacent thereto.
The provisions of § 85-1 shall not apply to any blind person who has a dog in his care, custody or control.

Any person having a dog in his care, custody or control who shall violate any provisions of § 85-1 may, upon conviction thereof before any District Justice be subject to a fine of not less than $10 nor more than $600 and costs of prosecution and, in default of payment of such fine and costs, to imprisonment in the county jail for not more than 30 days.
