As used in this article, the following terms
shall have the meanings indicated:
Any cat, male or female or spayed female.
Any cat that has attained the age of four months.
No person shall own, keep or harbor any cat
of licensing age within the Borough of Northvale unless such cat has
been vaccinated against rabies by a licensed veterinarian, in accordance
with the latest Compendium of Animal Rabies Vaccines and Recommendations
for Immunization published by the National Association of State of
Public Health Veterinarians. Upon vaccination of any cat, the owner
will obtain a certificate of vaccination on a form recommended by
the compendium.
A.
No person shall own, keep or harbor any cat of licensing
age within the borough without first obtaining a license therefor.
The license will be issued by the person designated by the Board of
Health to license cats, upon application by the owner and payment
of the prescribed fee.
B.
Any person who owns, keeps or harbors a cat shall,
when the cat reaches licensing age and in each January thereafter,
apply for and procure from the person designated by the Board of Health
to license cats a license and official metal registration tag for
each such cat. This tag shall be attached to all cats by fastening
to a collar or harness. Duplicate tags will be issued upon satisfactory
proof of the loss of the original tag and upon the payment of a fee
of $1. Said license is not transferable.
C.
The person applying for the license and registration
tag shall pay the fee of $6 for all nonsterile cats and $4 for all
sterile cats. Said licenses, registration tags and renewals thereof
shall expire on the last day of December in each year.
D.
The owner of any newly acquired cat of licensing age
will apply for a license within 10 days of acquisition of said cat.
The owner of any cat that attains licensing age after the acquisition
of said cat shall make application for license for such cat within
10 days after the cat attains licensing age.
E.
The application shall state the breed, sex, age, color
and markings of the cat for which license and registration are sought,
the name, street and post office address of the owner and the person
who shall keep or harbor such cat.
F.
Any person who shall bring or cause to be brought
into the borough any cat licensed in another state for the current
year, and bearing a registration tag, and shall keep the same or permit
the same to be kept within the borough for a period of more than 90
days shall immediately apply for a license and registration tag for
each such cat. Any person who shall bring or cause to be brought into
the borough any unlicensed cat and shall keep the same or permit the
same to be kept within the borough for a period of more than 10 days
shall immediately apply for a license and registration tag for each
such cat.
It shall be the duty of the Board of Health
to keep a permanent record of all cat licenses issued. This record
shall set forth all the statements on all applications and the number
of said certificates and licenses, checks or tags issued in accordance
with the provisions of this article.
The provisions of this article shall be enforced
by the local Police Department, the Department of Health and such
other officers, agents or servants as may be appointed or designated
by the Mayor and Council of the Borough of Northvale.

A.
Any person found guilty of violating or refusing to comply with any
of the provisions of this article shall be subject to a fine of not
more than $500 for each offense, at the discretion of the Court.
B.
It shall be the duty of any owner, tenant, lessee or occupant of
any lot, ground, building or house within the limits of the Borough
of Northvale, upon notice from the Code Enforcement Officer, Borough
Police or Bergen County Board of Health, to forthwith remove therefrom
any animal of Classes I, II, III and IV and it shall be the duty of
any person, on notice from the Code Enforcement Officer, Borough Police
or Bergen County Board of Health to abate any violation of this Code
existing on any premises of which he may be the lessee, owner, tenant
or occupant. If any person shall neglect or refuse to remove any Class
I, II, III and IV animals or if any person shall refuse or neglect
to abate and remove any Class I, II, III and IV animals within 30
days of any person found guilty of violating or refusing to comply
with any provision of this article, then the Code Enforcement Officer,
Borough Police or Bergen County Board of Health, may proceed under
the provisions of law and shall remove said animals and shall recover
by action of debt the expense incurred by the Borough or the Bergen
County Board of Health by such removal.
