No person, firm or corporation shall discharge or cause to be discharged any wastewater into the storm sewers of the Borough.
No person, firm or corporation shall connect to the storm sewers of the Borough without submitting an application and obtaining a permit from the Borough Clerk and supplying all information required.

A. 
A fee of $100 shall be paid for any connection into the storm sewer system of the Borough of Washington. Said connection shall be made only for those lawful purposes permitted for the discharging of stormwaters.
B. 
A fee of $275 shall be paid for any connection into the storm sewer system of the Borough of Washington where such subdivided lot containing the unit or equivalent is more than 50% outside the Borough of Washington, Warren County. Said connection shall be made only for those lawful purposes permitted for the discharging of stormwaters.
C. 
In addition to the connection fees set forth in Subsections A and B above, the applicant shall submit to the Borough Clerk an escrow deposit of $300, from which the Borough will deduct all reasonable and customary engineering fees, inspection costs and/or other expenses incurred as a result of examining and processing the application and inspecting connections to the system.
