A. 
The Borough Council of the Borough of Wrightstown, as the governing body of the municipality, hereby adopts a personnel policy containing rules, regulations, policy and guidelines affecting the performance, duties, responsibilities and obligations of Borough employees.
B. 
The personnel policy, which shall be known as the "Borough of Wrightstown Personnel Policies and Procedures Manual," is hereby incorporated by reference; a copy of same is on file with the Township Clerk for public inspection during regular business hours.
The governing body hereby directs that the Borough of Wrightstown Personnel Policies and Procedures Manual may be amended by the governing body by resolution without the need for formal ordinance procedures.
In the event that the Borough of Wrightstown Personnel Policies and Procedures Manual adopted herein conflicts with any federal or state law, rule or regulation, then the federal or state law, rule or regulation shall supersede local policy to the extent of any such inconsistencies.
The Borough of Wrightstown Personnel Policies and Procedures Manual shall be implemented 60 days after final passage of this chapter.

Pursuant to N.J.S.A. 43:15C-2, the following positions are deemed to be eligible for and shall participate in the Defined Contribution Retirement Program:
A. 
Municipal Attorney.
B. 
Municipal Engineer.
C. 
Municipal Prosecutor.
D. 
Municipal Court Judge.
Individuals serving in the following positions are exempt from Defined Contribution Retirement Program membership, pursuant to N.J.S.A. 43:15C-2:
A. 
Tax Collector.
B. 
Chief Financial Officer.
C. 
Construction Code Official.
D. 
Qualified Purchasing Agent.
E. 
Tax Assessor.
F. 
Municipal Planner.
G. 
Registered Municipal Clerk.
H. 
Licensed Uniform Subcode Inspector.
This ordinance shall be implemented, construed and subject to the aforesaid Chapter 92 of the Laws of 2007 (N.J.S.A. 43:15C-1 et seq.), as amended from time to time, and any regulations or guidance documents from the Local Finance Board of the Division of Pensions and Benefits.
