The owner of any dwelling or other building occupied by persons located upon any street in which a sanitary sewer is now constructed shall install a toilet in such dwelling or other building and connect the toilet and dwelling or other building with such sewer.
The owner of any dwelling or other building to be occupied by persons hereafter erected upon any street in which a sanitary sewer is constructed shall, prior to occupancy of such dwelling or other building, install a toilet in such dwelling or other building and connect such toilet and dwelling or other building with such sewer.
The owner of any dwelling or other building occupied by persons, now located upon any street in which a sanitary sewer may hereafter be constructed shall, within 60 days after completion of such sewer, install a toilet in such dwelling or other building and connect such toilet and dwelling or other building with said sewer.
If the owner of any property shall fail to make any connection or installation as required by this article within the time herein required, the borough may proceed to make such connection or installation, or cause the same to be made, and assess the cost thereof as a lien against such property, pursuant to N.J.S.A. 40:63-52 to 40:63-54.[1]
