This Article is being enacted pursuant to the Interlocal Services Act,
N.J.S.A. 40:8A-1 et seq., to authorize the County of Warren to provide public
health services of a technical and professional nature provided by the Warren
County Health Department, as agent of our Municipal Board of Health, in compliance
with the Local Health Services Act, P.L. 1975, c. 329 (N.J.S.A. 26:3A2-1 et
seq.).
This municipality shall enter into a contract with the County of Warren
essentially providing that the County Health Department shall provide public
health services which meet the standards of core and elective activities enumerated
in Standards of Performance, as promulgated by the Public Health Council of
the State of New Jersey. The public health service activities are categorized
under administrative and supporting services, environmental health, communicable
disease, maternal and child health and chronic illness and are listed in said
agreement. The Mayor and Clerk of this municipality are hereby authorized
and directed to execute said agreement on behalf of this municipality.

This Article shall be known and may be cited as the "Six-Area Cooperative
Pricing Program Ordinance of the Borough of Alpha, Town of Phillipsburg and
Townships of Greenwich, Harmony, Lopatcong and Pohatcong."
Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the Mayor of the
Township of Harmony is hereby authorized on behalf of the Township of Harmony
to enter into a cooperative pricing agreement with the Borough of Alpha, Town
of Phillipsburg and Townships of Greenwich, Lopatcong and Pohatcong wherein
the Town of Phillipsburg, as the lead agency, shall be empowered to enter
into contracts on behalf of the aforesaid six (6) participating municipalities
for the purchase of work, materials and supplies; provided, however, that
in doing so in such capacity, the Town of Phillipsburg shall be responsible
for complying with the provisions of the Local Public Contracts Law, N.J.S.A.
40A:11-1 et seq., and all other applicable provisions of the Revised Statutes
of the State of New Jersey.
