It is deemed to be in the best interest of the health, safety and welfare of the community that the Borough initiate a procedure whereby the names and addresses of persons residing in leased premises in the Borough of Baden can be compiled so as to establish a reliable record of all persons residing in the Borough for use in imposing appropriate taxes applicable to all residents and to promote the general health, safety and welfare of the Borough.

It shall be the duty of all owners of real estate within the limits of the Borough who provide or lease facilities for human habitation to register with the Borough Secretary at her office the names and addresses of all such persons who have leased or otherwise arranged for the occupation of such premises.

A. 

The registration of the names and addresses of the persons presently occupying such leased premises shall be made by the owners of said premises, or their agents, within one month after the effective date of this chapter.

B. 

The registration of the names of every subsequent tenant or lessee of any such leased premises shall be made by the owners of said premises, or their agents, within one month from the date of occupancy of such leased premises by such subsequent tenant or lessee.

Any person who shall violate any provision of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $300 and costs of such proceedings or, upon default of payment of such fine and costs, by imprisonment in the county jail for a term of not more than 30 days.
