The legislative power of the municipality shall be vested in and exercised by a Municipal Council composed of seven duly elected councilmen.
A. 
The Council shall hold its regular meeting on the first Monday of each month, unless said day conflicts with civic holidays, religious observances and/or election matters. In such events, the Town Council of the Municipality of Kingston may, by resolution, schedule the regular monthly meeting of the Town Council for another date within seven days following the first Monday of the month. Such meetings shall be held in the Council chambers of the Municipal Building and shall begin at 7:00 p.m.

B. 
Adjourned regular Council meetings can be called at any time by the President or, in his absence, the Vice President of the Council. At least 48 hours' written notice of such meetings shall be given to the Mayor and to the members of the Council.
C. 
It shall be the responsibility of the Administrator to cause this notice to be published in a newspaper at least 24 hours before the meeting.
The Council may hold work sessions at any time, and they shall be called by the President of the Council or, in his absence, the Vice President. The Mayor and members of the Council shall be provided with written notice of such sessions at least 48 hours before they occur.
All regular and adjourned meetings of the Council shall be governed by rules and regulations promulgated by the Council, using Robert's Rules of Order as a guideline only.
A. 
At least 48 hours before the convening of a Council meeting, the President of the Council or, in his absence, the Vice President, shall provide the Administrator with a written list of items which are to appear on the agenda.
B. 
The Municipal Administrator shall cause the agenda to be prepared from this list.
C. 
In accordance with Section 303C of the Charter, the Mayor may have an item included on the agenda provided he makes that request in writing to the President of the Council at least 48 hours prior to the convening of the Council meeting.
