A. 
The Municipality shall have the following departments which shall be under the direct supervision of the Mayor:
(1) 
Administration and Finance.
(2) 
Police.
(3) 
Fire.
(4) 
Public Works and Services.
(5) 
Parks and Recreation.
(6) 
Licenses and Inspection.
B. 
The day-to-day administration and supervision of these departments shall be the responsibility of the Administrator.
Department heads shall be chosen solely on the basis of their executive, administrative and technical qualifications which are relevant to the functions and duties of their respective departments. Department employees shall be hired, suspended and fired in accordance with the provisions and procedures of Article IX of this code.
Each department head shall be directly responsible to and under the direction of the Mayor for the performance of the following duties and functions:
A. 
Direct and supervise employees in the performance of all duties and responsibilities required of the department by the Mayor, the Administrator, applicable state law, ordinances of the municipality, this code and the Charter.
B. 
Be responsible for directing and operating his department in an efficient and economical manner.
C. 
Assign duties and functions to subordinates in his department.
D. 
Be responsible to the Mayor for any deviation from municipal policy by his department.
E. 
Expeditiously bring to the attention of the Administrator any employee problems or grievances.
F. 
Be responsible for the manpower planning requirements of his department.
G. 
Ensure that employees of his department receive adequate training.
H. 
Prepare such reports and evaluations as directed by the Mayor or Administrator.
I. 
Be responsible for the administration of his department's budget.
J. 
Certify all payroll vouchers for employees in his department.
The Department of Finance and Administration shall be headed by the Municipal Administrator, through the Mayor, and shall be responsible for, but not limited to, performing the following functions:
A. 
Administration and direction of municipal activities pertaining to the receipt, expenditure, accounting, investment, custody and control of municipal funds, assets and property.
B. 
Budget and grant preparation, including the budget message.
C. 
Administration of the municipal personnel system.
D. 
Guidance to other departments in personnel and budget matters.
E. 
Implementation of an accounting system.
F. 
Debt management.
G. 
Administration of the municipal purchasing system.
H. 
Investment of idle funds.
I. 
Provision of clerical staff support to the Council.
J. 
Short- and long-term financial planning.
K. 
Coordination of the various municipal boards and commissions.
L. 
Responsibility for keeping all municipal records and legal documents accurately and safely.
M. 
Custody of the municipal seal and the affixing of the same to the appropriate documents.
N. 
Engineering services.
O. 
Selection and utilization, where necessary, of consultants.
P. 
Other relevant and associated functions as authorized by the Mayor.
A. 
Administration.
(1) 
The Police Department shall be headed by the Chief of Police and shall be responsible for:
(a) 
Protection of property and persons.
(b) 
Enforcement of applicable laws and ordinances.
(c) 
Development and implementation of crime prevention programs as well as public safety programs.
(2) 
The Chief of Police shall be responsible for directing the activities of the Municipal Police Department, which shall be composed of full-time, sworn police officers and related staff support.
B. 
Auxiliary Police. The Chief of Police shall be responsible for supervising and directing the activities of the members of the Special Police Force. The Auxiliary Police shall not have the power of arrest and shall function only to assist the regular Police Department at such functions as parades, dances and sporting events.
C. 
School crossing guards. The Chief of Police shall be responsible for supervising the activities of the school crossing guards.
A. 
Administration; authority; composition. The Fire Department shall be headed by the Fire Chief and shall be responsible for maintaining and delivering fire protective services and training to the municipality. The Fire Department, under the supervision of the Fire Chief, to the extent provided by pertinent ordinances, may be given authority to administer and enforce municipal fire prevention programs. The Fire Department shall be composed of all full-time fire apparatus drivers.
B. 
Volunteer firemen. All volunteer firemen shall be under the direction and supervision of the Fire Chief.
C. 
The Mayor shall appoint an Assistant Fire Chief for each of the volunteer fire companies.
D. 
The Fire Chief or Assistant Fire Chief shall be responsible for directing and supervising the fire-related activities of the volunteer firemen. Appropriate rules and regulations governing the activities of volunteers at the scene of a fire shall be issued by the Fire Chief.
The Department of Public Works and Services shall be headed by the Director and shall be responsible for:
A. 
The construction and maintenance of municipal streets and rights-of-way.
B. 
Where appropriate, construction and maintenance of municipal areas and facilities.
C. 
Maintenance of the flood control system.
D. 
Where required, installation and maintenance of the municipality's traffic sign and control system.
E. 
Garbage and debris removal.
F. 
Maintenance and repair of municipality-owned vehicles.
G. 
Performance of other related functions as assigned by the Mayor.
The Department of Parks and Recreation shall be responsible for initiating and administering the various municipal recreation and cultural programs and shall also be responsible for the maintenance and development of the areas and facilities which are associated with these programs.

A. 
The Department of Licenses and Inspection shall be responsible for administering the various building and construction codes, subject to the authority of the Municipality, by ordinance.
B. 
This Department shall be headed by the Municipal Administrator. The Administrator shall be responsible for the periodic review of the various codes and shall, when necessary, recommend to the Mayor changes in these codes.
C. 
The Department shall conduct its duties through a Municipal Code Enforcement Officer. A member of this Department shall be designated the Municipal Code Enforcement Officer and/or Municipal Zoning Officer. This may be the same individual.
D. 
A Code Appeals Board for one or more of those codes enforced by this Department is established at Chapter 60 of the Kingston Municipal Code.[1]

A. 
Creation. There is hereby created and established in the government of the Municipality of Kingston a department which shall be known as the "Department of Finance."
B. 
Administrative officers. Said Department shall embrace and there is hereby allocated and assigned thereto the offices of Tax Collector, Finance Secretary and Assistant Finance Secretary and all the administrative functions, powers and duties relating thereto.
C. 
Transfer of property. There are hereby transferred and assigned to said Department all of the books, papers and records relating to any of the boards, offices and other governmental agencies hereinabove allocated and assigned to said Department, except such books, papers and records as are now required by law or the ordinances of the Municipality of Kingston to be kept in some other office or department of the municipal government.
D. 
Creation of position of Finance Secretary; compensation; vacancies. There is hereby created the position of Finance Secretary. The Finance Secretary shall be appointed by the Mayor with the advice and consent of Council, pursuant to § 3-38 of the Administrative Code, and shall serve at the pleasure of the Mayor. The Finance Secretary shall be under the supervision of the Municipal Administrator and shall receive such compensation as the Mayor and Council shall provide in the annual municipal budget. Vacancies in the office shall be filled in the same manner as the original appointment.
E. 
Powers and duties of Finance Secretary. The Finance Secretary shall, inter alia, be responsible for the following:
(1) 
Implementation and administration of a comprehensive accounting system, including budgetary controls in accordance with generally accepted accounting principles.
(2) 
Monitoring of financial transactions and preparation of detailed financial statements and reports to control and account for municipal funds and to analyze and project financial data.
(3) 
Rendering of assistance to the department directors in their annual budget submissions and for the preparation of the annual budget, in accordance with the Municipal Administrator's direction.
(4) 
Administration of payroll, including tax withholding and reporting, for all municipal employees.
(5) 
Preparation of all monthly financial reports necessary to the Mayor, Council, Municipal Administrator, department directors and the general public, to be submitted to said officials not less than seventy-two (72) hours prior to the regular monthly meeting.
(6) 
Review of all deposits and expenditures from accounts maintained by the municipality and responsibility for the prudent investment of municipal funds.
(7) 
Collection of all money owed to the municipality.
(8) 
Deposit and transfer of funds.
(9) 
All matters relevant to the municipality's insurance program.
(10) 
All matters relevant to employee health and personal insurance.
F. 
Creation of position of Assistant Finance Secretary; compensation; vacancies. There is hereby created the position of Assistant Finance Secretary. The Assistant Finance Secretary shall be appointed by the Mayor and shall serve at the pleasure of the Mayor. The Assistant Finance Secretary shall be under the supervision of the Finance Secretary and Municipal Administrator and shall receive such compensation as the Mayor and Council shall provide in the annual municipal budget. Vacancies in the office shall be filled in the same manner as the original appointment.
G. 
Powers and duties of Assistant Finance Secretary. The Assistant Finance Secretary shall, inter alia, be responsible for the following:
(1) 
Typing correspondence, reports, etc.
(2) 
Preparing vouchers and coding all monthly bills for payment.
(3) 
Reviewing all bills for corresponding receipts and/or purchase order forms.
(4) 
Preparing receipts for all incoming funds prior to deposit.
(5) 
Rendering assistance to the Tax Office in various assignments required.
(6) 
Rendering assistance to the receptionist and administrative assistant in covering the front desk and telephone switchboard.
(7) 
Performing such record and bookkeeping functions as shall be assigned by the Finance Secretary or Municipal Administrator.
H. 
Assignment of property. All financial data and office equipment of the municipality essential to the Department of Finance and not assigned to some other department shall be and are hereby assigned to the Department of Finance.
