A.
In accordance with Section 501 of the Charter, the
Mayor, with the advice of the Council, shall appoint a legal advisor,
who shall be known as the "Municipal Solicitor."
B.
This advisor shall be a person or a law firm which
is duly licensed to practice law in the various counties of the commonwealth
as well as admitted to practice in the Federal District Court system.
A.
The Municipal Solicitor shall serve as the municipality's
chief legal advisor and shall have control and jurisdiction over related
matters of law. The Solicitor shall:
(1)
Attend all regular and/or adjourned meetings of the
Council.
(2)
Represent the municipality in all legal action brought
by and against the municipality.
(3)
Prepare for execution all ordinances and contracts
and other legal documents to which the municipality is a party.
(4)
Perform all other legal services requested by the
Mayor or the Council.
B.
In the absence of the Solicitor, the law firm of which
he is a member or associate may perform any of the duties or functions
of the Solicitor.
The Mayor may, with the approval of the Council,
retain special counsel to represent the municipality in special, specific
proceedings.
