The following regulations are established and
prescribed for the maintenance, operation and protection of parks,
playgrounds and other outdoor recreational areas owned or operated
by the Municipality of Kingston, which are referred to in this section
as "parks," and it shall be unlawful for any person to violate or
fail to obey any provision of any of these rules and regulations.

The parks shall be open to the public daily
from 7:00 a.m. eastern prevailing time to 10:00 p.m. eastern prevailing
time. The Mayor or the Administrator can change the hours of the parks
at any time upon written notification to the President of Council
and Chief of Police. No person other than authorized employees of
the Municipality of Kingston shall be in the parks at any time between
the hours of 10:00 p.m. eastern prevailing time and 7:00 a.m. eastern
prevailing time.
No person shall injure, deface, remove, cut
or damage any tree, plant, shrub, turf, building, structure or fixture
or any other property of the municipality located in the park.
No person shall remove or change the location
of any bench, seat or table from a park without the express written
permission of the Kingston Recreation Director or his authorized representative.
No person shall conduct himself within a park
so as to annoy any other person using that park for recreational purposes.
No person shall hold any meeting or gathering
assembled through advertisement or public notice or any gathering
otherwise composed of 25 or more persons within any park without first
having made application to the Kingston Recreation Director and having
secured his express written permission for the meeting or gathering.
The permit shall indicate the location in the park where the meeting
or gathering is to be held, and the meeting shall not be held at any
other location in the park. The permit shall also specify the day
and hours when the meeting or gathering is to be held, and the meeting
or gathering shall be held only on the day between the hours specified.
The application for the permit shall be in the name of a person who
shall be responsible for seeing that all refuse left by the group
is placed in proper containers before leaving the park. Unless the
permit specifically authorizes beer, wine or other intoxicating liquor
to be brought into a park for the use of persons covered by the permit,
it shall be unlawful for any beer, wine or other intoxicating liquor
to be brought into that park by or for the use of any person in attendance
at any such meeting or gathering.[1]
No person shall set up any booth, table or stand
for the sale of any article whatsoever within any park, except with
the express written permission of the Recreation Director.
No person shall dispose of any waste or garbage
in any park receptacles except those designated for the respective
purpose. All persons using a park shall dispose of all waste and garbage
left by them in the proper receptacles.
No person shall injure, deface or destroy any
notice, rules or regulation posted at any place in any park by authority
of the Municipality of Kingston, nor shall any person post at any
place in the park any notice or placard other than by authority of
the municipality. By virtue of this chapter, Town Council authorizes
its Director of Recreation to post the proper placards at all points
of ingress and egress to municipal parks, giving public notice of
the rules and regulations prescribed herein.[1]

No person shall set or maintain any fire in
any park except in stoves and fireplaces maintained for the purpose
and located by the Kingston Department of Recreation.

No person shall carry a firearm in any municipal park, facility
or building except as allowed by and in compliance with federal or
state law.
No person shall operate any motorized pedalcycles,
motorbikes, all-terrain vehicles or automobiles within the limits
of any park, except for municipal vehicles operating in the performance
of their duties.

A.
Dogs are not permitted on the playing fields of the
Municipality of Kingston. Included within the term "playing fields"
are all Little League facilities, baseball fields, football fields,
soccer fields and other similar facilities intended for use by individuals
in such sports. This ban shall be effective without regard to whether
such sport is in season or not in season. Furthermore, dogs are not
permitted on any municipal tennis court within the Municipality of
Kingston.

It shall be unlawful for any person to possess,
transport or cause to possess or transport any glass container within
any park or playground owned by the Municipality of Kingston.

Any person who violates any provision of this
chapter shall, upon conviction, be sentenced to pay a fine of not
more than $300 and costs of prosecution and, in default of the payment
of fine and costs, to imprisonment for not more than 10 days.
