Any person who owns or is in control of any dog must register the dog at the Borough's municipal offices, on the Borough's form, at no charge.
No person may own or be in control of more than a total of four cats and dogs.
No dog, cat or other domesticated animal or any nondomesticated animal shall be suffered or permitted to run at large upon public streets or highways unless controlled by a leash no longer then five feet in length which would restrain the animal by the owner or person in control.
Every person who owns or is in control of any cat or dog must, by either fence, chain, cable or the like, secure the animal on his property so that the animal cannot violate § 88-3.
No person shall allow any dog, cat or other domesticated animal or any nondomesticated animal owned by him or under his control to defile, befoul, corrupt or otherwise desecrate any sidewalk, walkway or the property of another or to destroy or damage or enter upon the property of another.
No person shall allow any dog, cat or other domesticated animal or any nondomesticated animal confined on that person's premises to make any loud or harsh noise or disturbance which interferes with or deprives the peace, quiet, rest or sleep of any person within the Borough.
Any person who owns or is in control of a dog or cat that bites another animal or human shall be prosecuted under the Pennsylvania Dog Law, 3 P.S. § 459-101 et seq., as well as appropriate sections of this article.
Each day's violation of any of the provisions of this article shall constitute a separate offense.
This article may be enforced by either the Borough's appointed Dog Law Enforcement Officer, the Borough's Code Enforcement Officer or the Borough's Police Department.
Any person who shall violate any of the sections of this article shall, upon conviction thereof, be sentenced to pay fines according to the following schedule:
A. 
Fifty dollars and all costs of prosecution for the first offense, and in default of payment of such fine and costs of more than 45 days after conviction, to imprisonment of not more than three days in the Allegheny County Jail.
B. 
One hundred dollars and all costs of prosecution for the second offense, and in default of payment of such fine and costs of more than 45 days after conviction, to imprisonment of not more than five days in the Allegheny County Jail.
C. 
Five hundred dollars and all costs of prosecution for the third offense, and in default of payment of such fine and costs of more than 45 days after conviction, to imprisonment of not more than 30 days in the Allegheny County Jail.
Any ordinance or part of any ordinance conflicting with this article is hereby repealed insofar as the same affects this article.
