A. 
Terms defined. As used in this Article, the following terms shall have the meanings indicated:
PERSON
Any natural person, partnership, association, firm or corporation.
B. 
Word usage. As used in this Article, the singular shall include the plural, and the masculine shall include the feminine and the neuter.
No person shall permit or allow any wastewater from any well, cistern, roof or cellar drain located on property owned by him/her to drain or run upon or onto any street, alley or sidewalk in the Borough except through a drain or culvert or other system of drainage that shall be constructed and located as specified by the Borough Council.
Any drain, culvert or other arrangement for the drainage of such wastewater, not located or constructed strictly according to specifications and requirements stipulated by the Borough Council, shall, upon 10 days' notice by the Borough Council to the owner of the property from which such wastewater emanates, be removed and/or reconstructed by such owner to conform to such specifications and requirements, in default of which the Borough may cause such removal and/or reconstruction to be done and may collect the cost thereof, with an additional amount of 10% from such owner.[1]
