Every subdivision and land development designed as a mobile home park or mobile home court, in accordance with the regulations of the current borough Zoning Ordinance,[2] shall also comply with all of the provisions, design standards, required improvements, plan requirements and plan submission requirements and all other sections of this chapter, with all provisions of any other borough ordinance regulating mobile homes and also with the requirements of the Commonwealth of Pennsylvania for such mobile home parks or courts.

A. 
All mobile home parks shall be located on high and welldrained lands and shall have the minimum total land area as required by the borough Zoning Ordinance.
B. 
All mobile home courts shall have paved access roads to and from any such sites, and in no instance shall sites be in conflict with any other ordinance of the municipality.
Minimum site improvements for all mobile home parks shall include, but shall not be limited to, the following:
A. 
Streets. All streets within any mobile home court shall have a right-of-way of not less than 50 feet, with a paved width of minimum paving thickness and meeting the other requirements set forth in Table 1 of this chapter for the appropriate class of street.[1] All streets shall be kept free of debris or other obstructions to provide clear access for fire, police or other emergency access.

B. 
Sidewalks. All mobile home parks shall be served with a system of common walks providing convenient and safe pedestrian access to all parts of the mobile home park.
C. 
Open space. All mobile home courts shall provide not less than 10% of the total land area for public open space purposes, and such lands shall be improved so that the same will be accessible to all families residing within said tract and so that such open space may be used for recreational purposes.
D. 
Screening. All mobile home parks shall provide and maintain a visual screen along all property boundary lines consisting of a six-foot-high fence and/or suitable natural plant materials. A planting plan, specifying the type, size and location of existing and proposed plant and fence material, shall be required.
E. 
Storage building. A central storage building shall be provided to serve all of the mobile homes in the development or, in lieu thereof, a separate storage shed shall be located on each mobile home lot so that every mobile home unit will have adequate space for the storage of lawn, garden and other equipment in an enclosed structure.
F. 
Utility improvements. All mobile home courts shall provide to each lot both:
(1) 
A continuing supply of safe and potable water, as approved by the Pennsylvania Department of Environmental Resources. An outside hose bib shall also be supplied for each mobile home.
(2) 
A connection to the public sanitary sewage disposal facilities of the municipality, in accordance with and as approved by the Pennsylvania Department of Environmental Resources. Said connection shall be provided with at least a four-inch diameter vertical riser pipe which connects the mobile home sewage drain outlet to the sewer line. Provision shall be made for plugging the sewer riser pipe when a mobile home does not occupy the lot. Surface drainage shall be diverted away from the riser. The rim of the riser pipe shall extend at least six inches above ground elevation.
G. 
Fuel supply. All fuel supply lines and storage tanks shall be underground and shall be constructed in accordance with appropriate commonwealth agency regulations.
H. 
Other site improvements. There shall be provided in each mobile home court such other improvements as the Commission may require, which requirements shall at all times be in the best interest of the public's health, safety and general welfare and may include but shall not be limited to garbage and trash collection and disposal facilities, as approved by the Pennsylvania Department of Environmental Resources, and an adequate park lighting system.
A. 
Lot sizes. Lot sizes and setback requirements shall be as set forth in the borough Zoning Ordinance.[1]

B. 
Lot standards. All lots in any mobile home court shall be well drained and graded to a point where the parking of trailers or mobile homes shall result in safety to all concerned. In all instances, as much natural growth as is reasonably possible shall be preserved by any mobile home court developer.
Mobile home stands shall be provided for each mobile home. Such a mobile home stand shall be constructed of concrete or a similar material and shall be well drained to permit continued use under all weather conditions. An adequate foundation for the placement and tie-down of the mobile home shall also be provided for the purpose of stabilizing the superstructure against uplift, sliding, rotation and overturning. The mobile home stand shall be constructed in a permanent manner and shall be provided with anchors and tie-downs in order to secure the mobile home. Such anchors shall be placed at least at the corner of the mobile home stand and shall be able to sustain a total tensile load equal to four times the weight of the particular mobile home.
All mobile home parks shall require or provide for the enclosure of the foundation area on which a mobile home unit is situated.
