An Advisory Board of Health is hereby established in and for
the Township of Blairstown.
The Advisory Board of Health shall be comprised of not fewer
than five nor more than seven members, all of whom shall be citizens
and residents of the Township of Blairstown, with the exception that
a physician maintaining an office for the practice of medicine in
the Township, but not residing therein, shall be eligible to serve
as a member. All members shall serve without pay. Members shall be
appointed by the Mayor with the advice and consent of the Township
Committee.
A.
The members first appointed shall hold office for one, two and three years, respectively, in such a manner that the term of at least one member and not more than four members shall expire in each year according to the number appointed. Thereafter, all appointments shall be for terms of three years, and all vacancies, including the vacancies created by removal of a member pursuant to § 28-3B of this chapter, shall be filled for the unexpired term only.
B.
Any member who fails to attend three or more regularly scheduled
meetings in any calendar year may be removed as a member by resolution
of the Township Committee at the request and recommendation of the
Advisory Board of Health. The mayor shall appoint a new member to
fill the vacancy created by removal.
One member of the Township Committee shall be appointed annually
by the Mayor, with the advice and consent of the Township Committee,
to serve an an ex officio member of the Advisory Board of Health,
but said member shall have no vote unless he/she or she is also formally
appointed as a member of said Committee.
A.
The Advisory Board of Health shall be an advisory board and shall
not be deemed a separate and autonomous board as described in N.J.S.A.
26:3-1.
B.
The Advisory Board of Health shall have authority to appoint a Chairperson,
Vice Chairperson and Secretary to serve annually and to adopt rules
for the conduct of its meetings and taking of minutes relative thereto.
C.
The Advisory Board of Health shall investigate and study public health
matters relating to the Township and provide advice, counsel and recommendations
to the Township as it may from time to time deem necessary or desirable
concerning the public health needs of the Township.
The Township Advisory Board of Health shall be bound by the
terms and conditions of N.J.S.A. 10:4-6 to 10:4-21 inclusive, commonly
known as the "New Jersey Open Public Meetings Act," and shall annually
fix its meeting dates and give appropriate notice of the time and
place of its meetings and shall not conduct any meeting except in
compliance with the law.
This chapter shall become effective upon adoption and publication
as required by law.
