[HISTORY: Adopted by the Township Committee of the Township of Blairstown 10-22-2003 by Ord. No. 2003-16. Amendments noted where applicable.]
There is hereby established in the Township of Blairstown an advisory committee which shall be known as the "Shade Tree Committee."
The Shade Tree Committee shall be comprised of not fewer than five nor more than seven members, all of whom shall be citizens and residents of the Township of Blairstown, serving without pay. Members shall be appointed by the Mayor with the advice and consent of the Township Committee.

The members first appointed shall hold office for one, two and three years, respectively, in such a manner that the term of at least one member and not more than three members shall expire in each year according to the number appointed. Thereafter, all appointments shall be for terms of three years and all vacancies shall be filled for the unexpired term only.
One member of the Township Committee shall be appointed annually by the Mayor to serve as an ex-officio member of the Shade Tree Committee, but said member shall have no vote unless he/she or she is also formally appointed as a member of said committee. Additional ex-officio members (liaisons) may be appointed annually by the Township Committee.
A. 
The primary purposes of the Shade Tree Committee shall be to undertake and report to the Township Committee with regard to:
(1) 
The identification of shade and ornamental trees within the Township;
(2) 
Promotion of shade and ornamental tree preservation and planting;
(3) 
Recommendations and advice with respect to development within the Township and the impact on shade and ornamental trees;
(4) 
Recommendations and advice with respect to the control, regulation, destruction and removal of shade and ornamental trees within the Township;
(5) 
Identification of diseased shade and ornamental trees within the Township; and
(6) 
Undertake such other duties related to shade and ornamental trees as may be delegated to it by the Township Committee.
B. 
The Shade Tree Committee shall be advisory in nature and shall have no authority to manage, establish or regulate policies relating to shade and ornamental trees without the express authorization of the Township Committee.
The Shade Tree Committee shall organize annually on or before January 1 of each year. It shall select a Chairman, Vice Chairman and such other officers as it deems necessary, appoint a Secretary, and adopt rules and bylaws as required for the proper conduct of its meetings. Minutes of all Shade Tree Committee meetings shall be filed with the Township Clerk and made available upon request to any interested party.
