The Township Committee of the Township of Blairstown may, by resolution, announce and determine specific days within each calendar year for the removal of large household items of refuse, to be collected by the Township of Blairstown or its designated agent.
Homeowners, household residences, tenants and persons occupying residential dwellings may dispose of large household items on the days fixed by the Township Committee of the Township of Blairstown so designated for removal of said items to be collected by the Township. The household items must be carried or delivered to the curbside or other designated location on the property from which the household items are to be removed. Such location shall be the general area wherein the residents of the household normally set their weekly household garbage or refuse for collection.
The Township of Blairstown, its agents, servants and employees may collect and dispose of such items from each residential household, located within the municipality as set forth below, and this section is specifically limited to those items enumerated in this section, and the Township shall receive a prepayment for removal of each item in accordance with this schedule:

A. 
The Township of Blairstown, through its agents, servants or employees shall not remove or collect any items that are subject to Article III, Recycling, of this chapter nor any of the following materials set forth and listed below:
(1) 
Autos or auto parts;
(2) 
Truck or truck parts;
(3) 
Tires of any sort, whether automobile, truck or tractor;
(4) 
Building materials or items used in construction including, but not limited to lumber;
(5) 
Glass or plate glass;
(6) 
Leaves, brush or yard debris;
(7) 
Toxic materials of any sort;
(8) 
Paint containers or paint;
(9) 
Chemicals or chemical waste.
B. 
This section is specifically limited to those household items set forth herein. The provisions of this section shall not apply nor inure to the benefit of commercial business, industrial business or any other enterprise of any other type.
A. 
All persons within the Township of Blairstown shall obtain a permit before setting items for removal under the provisions of this article, at a curbside or other designated area. Each person seeking removal of an item of refuse, set forth in this article, shall prepay the amount designated for removal of such item, to the Township Clerk and shall affix to such item a tag issued by the Township Clerk indicating the item may be removed by agents, servants or employees of the Township of Blairstown. The tag affixed shall indicate that the prepaid charges have been collected by the Township Clerk, before the issuance of any prepaid tag.
B. 
A prepaid identification tag shall be placed conspicuously upon each and every item to be removed and shall indicate to the collector of refuse that the appropriate charges have been paid to the Township Clerk before the removal of any item from the property.
No person, firm or corporation shall set any item at curbside or other designated area to be collected pursuant to the terms of this article, unless the person, firm or corporation shall have obtained the appropriate identification tag and has fully prepaid the required fee for the removal of each and every item of refuse.
Any person, firm or corporation violating the terms of this subsection shall be subject to a fine in the Municipal Court of the Township of Blairstown, not to exceed $500 or for a term of six months in the Warren County Jail, or both.
