As used in this chapter, the following terms shall have the meanings indicated:
TELEVISION AERIAL OR ANTENNA
Includes an antenna and its supports constructed outside of a building but excludes aerials or antennas used for broadcasting purposes by a duly licensed broadcasting company.
No person shall install or cause to be installed any television aerial or antenna in excess of ten (10) feet in height without first having obtained a permit from the Building Inspector of the village.
The Building Inspector or anyone designated by him or her is hereby empowered to regulate, inspect and reinspect all television aerials and antennas which are installed or which may hereafter be installed in the village.
A. 
Notice to correct. When an installation inspected pursuant to § 100-3 is found to be unsafe to life or property or to conflict with the regulations herein provided or any ordinance or regulation of the village, the Building Inspector shall notify the person owning or using such television aerial or television antenna to place the same in a safe and secure condition within a reasonable time, such reasonable time not to exceed ten (10) days.
B. 
Failure to correct. Any person failing or refusing to repair, change or remove the same within the time stipulated, after notification to repair, change or remove the same, shall be subject to the penalties prescribed in § 1-15 of Chapter 1, General Provisions, Article II, of this Code, and the Building Inspector is hereby authorized and empowered to remove or cause to be removed any such equipment or part thereof constructed and maintained in violation of the rules herein provided.
No television aerial or antenna shall be more than the height prescribed by the Building Inspector and which such Inspector shall find reasonable in each individual case.
Television aerials and antennas shall be constructed and installed in a strong and durable manner. Such aerials and antennas shall be constructed of metal or other fire-resistant materials equivalent in strength and shall be so located that a suitable clearance is had to prevent any accidental contact by sagging, swinging or otherwise with any electric or power lines or signal wires.
No television aerial or antenna or counterpoise conductors shall be attached to or suspended from any electric light or power, telephone, telegraph, fire or police alarm or installed over or above any public street, alley, highway or other public place. Television antenna or counterpoise conductors, when passing over roofs of buildings, must clear the highest point by at least six (6) feet and must be so installed as to prevent accidental contact with flagpoles, chimneys or metal parts of the buildings. Antenna or counterpoise conductors shall not be attached to chimneys.
Lead-in wires from television aerials and antennas shall be of copper or other approved metal and shall continuously be separated from any electric light or power wires within the structure.
All television antennas or aerials shall be either permanently grounded by means of a copper conductor not smaller than No. 6 American Wire Gauge or provided with a lightning arrester which shall be properly grounded and approved by the Building Inspector or his or her designee.
