[Adopted 8-20-1973 as Art. I of Ch. 10 of the 1973 Code]
All licenses required to be obtained in accordance with any resolution, ordinance, rule, regulation, local law or provision of this Code or in accordance with any statute or requirement of the state or of any other municipality where the license is to be issued by the village or any of its officers or agencies and where the statute or requirement does not specify the manner or form in which the license shall be applied for or granted shall be obtained in accordance with the provisions of §§ 172-2 through 172-11.
Where a fee is required, such fee shall be paid at the time the application for a license is submitted. Unless otherwise specified, any fee submitted shall be returned if the application is denied.
Unless otherwise provided, the following regulations shall govern license applications:
A. 
Applications for all licenses shall be on a standard form prepared by the Village Clerk and available from him or her free of charge to all applicants.
B. 
The application shall be completed and filed in triplicate.
C. 
Any additional pages required shall be of the same size as the form.
D. 
All license applications shall be signed by the applicant and shall contain his or her residence address.
E. 
Where the license applies to particular real property, the street address and the tax map number of the real property shall be shown, and there shall be annexed to the application a site plan and a sketch or copy of the Broome County Tax Map showing the property and adjoining property.
F. 
Where the license relates to any zoning ordinance, the application shall show the present zoning of the property and refer to any previous license or variance relating to the zoning, and a copy of the legal description shall be annexed.
G. 
Each copy of the application shall contain a full statement of the basis upon which the license is requested, including the ordinance or other statute or regulation providing for issuance of such a license and any particular items of information required by such statute or regulation.
H. 
All applications shall be submitted to the Village Clerk.
The form of the license application shall be as follows or as the same may be changed from time to time by the Village Clerk.

Unless otherwise provided, all licenses shall be issued by and under the signature of the Village Clerk. Where a license is required to be granted by the Board of Trustees, it shall be signed by the Village Clerk acting on behalf of the Board. Where the license is required to be granted by the Mayor, it shall be signed by the Mayor, the Deputy Mayor or the Acting Mayor. Where the license is required to be granted by any other village agency, it shall be signed by the Chairman or Acting Chairman of that agency, and where it is required to be granted by any other village officer, it shall be signed by that officer or his or her deputy.
Unless otherwise provided, all licenses shall expire on the 31st day of December following the issuance of the license.
The Village Clerk shall keep a record of all licenses issued under the provisions of this Code or under any resolution, rule, regulation, ordinance or local law, which record shall include the number and date of the license, the time and purpose for which such license is granted and the amount of the fee to be paid therefor.
A license shall be issued only to such person as shall be deemed a fit and proper person to conduct the trade, occupation or business for which such license is required, and a license may be refused for any trade or occupation specified in Subdivisions 3 and 4 of Section 91 of the Village Law,[1] which shall, in the judgment of the Mayor, be carried on or is intended to be carried on in any building or place which is not provided with a suitable and safe means of ingress and egress in case of panic or fire or which shall, in the judgment of the Mayor, be likely to be immoral or improper or disturb the peace and order of the village.

Any applicant for a license who shall have been refused a license may apply to the Board of Trustees at a meeting thereof for the same, and such license may be granted or refused by the Board of Trustees.
The Mayor may suspend any license which has been granted until the next meeting of the Board of Trustees, and thereupon, such license may be continued or may be revoked by said Board for cause shown, after notice has been given to the licensee.
Whenever any license shall have been revoked by the Board of Trustees, a notice of such revocation shall be served by the Village Clerk upon the licensee, either personally or by mail, whereupon such license shall be of no force or effect.[1]
