Terms used in this chapter relating to plumbing, drainage, ventilation and sewer pipe laying shall have the following meanings:
BOARD
The Village Board of Trustees.
CONDUCTORS AND LEADERS
Pipes conveying the storm and rainwater from the roofs of buildings to the house drain.
CONTINUOUS VENT PIPE
A system of ventilating by means of which siphonage and back pressure on the seal of traps is prevented by running or extending from the highest point of the waste pipe and running through the roof or joining with the main ventilating pipe.
FIXTURES
Any article supplied with water that drains into a sewer, cesspool or watercourse.
HEALTH OFFICER
The Broome County Health Officer.
HOUSE DRAIN
The system of horizontal piping that extends to and connects with the house lateral, at least two feet from the outside of any building, to receive the drainage from conductors, waste and soil pipes or other drainage.
HOUSE LATERAL
The drain connecting with the street sewer and extending to the house drain.
JOURNEYMAN PLUMBER
A person having six years' experience doing work in connection with the installation, erection, alteration, extension or repair of plumbing.
PLUMBING
The connecting of any pipe used to convey water from the water main into any building or the connecting of any soil, waste, ventilating or sewer pipe that is or may be intended to connect with any water used plumbing fixtures supplied shall constitute "plumbing" within the meaning of this chapter.
PLUMBING INSPECTOR
The inspector of all plumbing, drainage and ventilation.
SEWER
The general term for the drain used to convey the drainage from the soil, waste and conductor pipes to the street sewer. It consists of the house lateral and the house drain.
SOIL PIPES
Pipes conveying the discharge from water closets to the house drain.
STACK
The general term for any line of combined waste and ventilating pipes extending from the cellar through the roof.
TRAP
A fitting to prevent the passage of air or gas through a pipe without materially affecting the flow of sewage or drainage.
VENTILATING PIPES
Pipe connections with the soil or waste pipe, generally at its highest point and extending above the roof of the building.
WASTE PIPES
Pipes conveying the wastewater from all fixtures except water closets or house drains.

The Board shall detail, designate or appoint an inspector or inspectors of plumbing; subject, however, to the provisions or limitations of law regulating the appointment of such inspectors by such Board. All inspectors shall be practicing plumbers and shall not inspect any plumbing that they have done in the Village of Johnson City during the period of their appointment. Before entering upon the discharge of their duties as such inspectors, they shall each be required to obtain a certificate of competency from the Village Clerk. They shall be entitled to compensation to be fixed by the Board.

A. 
Inspections, reports. The Plumbing Inspector appointed pursuant to § 200-2, in addition to the duties prescribed by law and those which may be enjoined or required by the Broome County Department of Health, shall be required to inspect the construction and alteration of all plumbing work performed in the Village and to report, in writing, the results of such construction to the Broome County Department of Health. Such Inspector shall inspect all houses in the course of erection, alteration or repair as often as may be necessary and shall see that all work for plumbing and drainage is done in accordance with this chapter and with the laws of the state. The Inspector shall also report in like manner any person engaged in or carrying on the business of employing a plumber without having the certificate hereinafter provided. The Inspector shall inspect all sewer connections and external house drains within 24 hours after notification from the plumber or person laying the same and all waste and vent pipes and other inside plumbing within three days after notification, otherwise the plumber may cover the work and consider it passed upon, provided that said plumber shall file with the Health Officer a written statement that the inspection was not made within the above-mentioned time.
B. 
Issuance of notices and certificates; review of plans. It shall be the duty of the Plumbing Inspector to sign and issue all notices and certificates required by this chapter, to pass upon all plans submitted and to keep a record of his or her work, including all notices and applications received, violation of these rules and regulations and all other matters which may pertain thereto.

The plumbing and drainage of all buildings, both public and private, in the Village shall be executed in accordance with plans previously approved, in writing, by the Plumbing Inspector. Suitable drawings and descriptions of said plumbing and drainage in accordance with this chapter shall, in each case, be submitted and placed on file in the office of the Broome County Department of Health.
A. 
Plans of the plumbing and drainage of buildings must be drawn in ink on heavy paper or on tracing cloth eight by twelve and one-half (8 x 12 1/2) inches or sixteen by twelve (16 x 12) inches in size.
B. 
One vertical drawing is sufficient for a building when it can be made to show all of the work; if not, others may be substituted.
C. 
Where buildings are together on one street and the plumbing is the same in each, the plan for one building in the block will be sufficient, but the plumber must furnish a separate abstract for each building.

Every plan must be accompanied by a clear description thereof or abstract of the specification on a blank to be prescribed and supplied for this purpose by the Broome County Department of Health, showing ward and street, number of each house, size, kind and weight of pipes, kind of traps, closets and fixtures to be used. When new plumbing is put in and attached to an old system, the plan must show the old system sufficiently to indicate that the addition of the new plumbing will not impair the sanitary conditions or violate any sanitary or plumbing regulation.
Plans of plumbing work, filed for approval, shall state within what time the work therein described will be begun. If it is not begun under approved plans within the time therein specified, such plans must be again presented for approval or reconsideration.

Plans and specifications filed for approval as required by §§ 200-4 through 200-7 shall be examined by the Plumbing Inspector within three days from the date of filing. If such plans and specifications are in accordance with the general plans and specifications contained in this chapter, the Plumbing Inspector shall signify such fact by endorsing his or her approval thereon and the work may be begun immediately. If the plans and specifications so filed are not in accordance with the general plans and specifications aforesaid, the Plumbing Inspector shall present them to the Broome County Department of Health at its next meeting, together with his or her recommendations thereon for approval or rejection; or at the option of the person filing such plans, they may be withdrawn for modification and resubmission.
No change or modification of plans or specifications will be permitted unless such change or modification is submitted to the Plumbing Inspector, approved and placed on file, as in the case of the original work, and no alterations of the original plans will be allowed, except on the written application of the owner of the property or his or her duly authorized agent.
The Plumbing Inspector shall examine all work and ascertain whether such work is in accordance with the rules and regulations set forth in this chapter and with the plans thereof on file. No part of the work shall be covered or concealed in any way until after it has been examined by said Inspector. The Inspector shall place a tag on all inspected work, stating "approval" or "rejected."
If the Plumbing Inspector shall approve of work after inspection made pursuant to § 200-10, he or she shall give a certificate thereof, signed by him or her, to the person in charge of the work at the time of such approval.

The Superintendent of Public Works shall not issue a permit to anyone to connect with the sewers or with the water mains in the Village unless such person has obtained and shall produce a license from the Village Clerk.
Water or sewer services, or both, shall be terminated by cutting and plugging the laterals at the main. No such termination shall be undertaken unless a permit is first obtained in the same manner as a permit to connect with water or sewer mains, including the approval of plans and specifications.
No person shall throw or deposit or cause to be thrown or deposited into any drain, catch basin, sewer or gutter in the Village any obstruction or cause damage thereto or nuisance therein, nor shall any person divert or stop the flow of any drain or sewer or gutter or catch basin in the Village.

Whenever any plumbing inspector or other person reports a violation of any of the rules and regulations contained in this chapter for plumbing and drainage or a deviation from any officially approved plans or specifications for plumbing and drainage filed with any board or department, the Plumbing Inspector of the Village shall first serve a notice of the violation thereof upon the master plumber doing the work, if a registered plumber. Such notice may be served personally or by mail, and if by mail, it may be addressed to such master plumber at the address registered by him or her with the Village Clerk or designee, but the failure of a master plumber to register will relieve the Plumbing Inspector from the requirement of giving notice of violation.

Violations of the provisions of this chapter must be removed within three days after service or mailing of the notice provided for in § 200-15. If such violation is not removed, the Code Enforcement Officer may proceed to remove such violation, and the violator shall be punished as provided in § 1-15 of Chapter 1, General Provisions, Article II.

Any person violating any provisions of this chapter shall, upon conviction, be punishable as provided in § 1-15 of Chapter 1, General Provisions, Article II. The penalties herein provided are in addition to any and all other penalties provided by existing law and as such law may be changed from time to time hereafter. This section shall not apply to any officer, agent, employee or servant of the Village when such person is acting in his or her capacity as such official officer, agent, employee or servant of the Village.
