Any violation of this chapter is an offense
punishable by a fine not exceeding $50 or by imprisonment not exceeding
60 days, or by both such fine and imprisonment. Each week's continued
violation shall constitute a separate additional violation. A first
violation shall be deemed to have occurred from the date of written
notification of violation issued by the Administrative Officer or
from such date as may be designated in such written notice.
Whenever a violation of this chapter occurs,
any person may file a complaint in regard thereto. All such complaints
must be in writing and shall be filed with the Administrative Officer
(or other enforcing officer), who shall properly record such complaint
and immediately investigate any report thereon.
