No person shall deface, injure, disturb or interfere with any of the machinery, pumps, buildings, hydrants, gates, valves or curb stopcocks or curb boxes, or any part of the water system; no person shall deposit any sticks, stones, dirt or any other substance whatsoever in any hydrant; no person shall perform any act by which any fire hydrant shall be covered or hidden by snow, ice, lumber, brick, stone, earth, ashes or any other substance or material whereby any fire hydrant shall be rendered difficult of access or operation; and no person shall hitch, tie, fasten or attach any horse, team or animal to any fire hydrant. Nor shall any person open or interfere with the hydrants, valves or other waterworks fixtures of the water system for any purpose other than for extinguishing fires.
Any violation of this article shall be punishable under § 1423 of the Penal Law of the State of New York[1] by a fine of $10 or by imprisonment for 10 days in the county jail.

This article shall take effect on the 15th day of March 1920.
