There is hereby established a uniform system for numbering property and buildings along all streets, avenues and other public ways within the City of Vineland. Excepted from the provisions of this chapter shall be properties located within the City within the area bounded by Delsea Drive on the west, Main Road on the east, Oak Road on the north and Walnut Road on the south, but not including said Delsea Drive, Main Road, Oak Road and Walnut Road, excepting such portions of said area as may be peculiarly inconsistent with the numbering of immediately adjacent areas.
The baselines for the uniform system for numbering property and buildings within the City of Vineland shall be defined as follows and shall be described on a map entitled "Property Numbering Baseline Map of the City of Vineland."
A. 
Baseline dividing the City into north and south sections. The baseline, hereafter to be known as the "north-and-south baseline," which shall divide the City into a northern section and a southern section, shall be the center line of Landis Avenue.
B. 
North streets and south streets. Hereafter, all streets north of the north-and-south baseline and running generally in a northerly-southerly direction shall be known as "north streets," and likewise all streets south of this north-and-south baseline running generally in a northerly-southerly direction shall be known as "south streets."
C. 
Baseline dividing City into east and west sections. The baseline, hereafter to be known as the "east-and-west baseline," which shall divide the City into an eastern section and a western section, shall be the center line of Railroad Boulevard, extending to the north and south boundaries of the City.

D. 
East streets and west streets. Hereafter, streets east of the east-and-west baseline and running in a generally easterly-westerly direction shall be known as "east streets," and likewise streets west of the east-and-west baseline and running in a generally easterly-westerly direction shall be known as "west streets."
All buildings on diagonal streets shall be numbered the same as buildings on north-south streets if the diagonal is in a north-south direction and shall be numbered the same as buildings on east-west streets if the diagonal is in an east-west direction.

The numbering of property on each street shall begin at the appropriate baseline, and such numbers shall change from 100 to the next higher hundred on the basis of grid lines shown on the Base Line Map. All numbers shall be assigned on the basis of one number for each 10.56 feet of property frontage along a street. Along streets which run in a north-south direction, odd numbers shall be assigned to the easterly side, even numbers to the westerly side. Along streets which run in an east-west direction, odd numbers shall be assigned to the southerly side, even numbers to the northerly side.

After a house or building shall be assigned its respective number or numbers under the system established by this chapter, the owner, occupant or agent shall place or cause to be placed in front of and on each house or building controlled by him the number or numbers assigned to such house or building in accordance with the requirements of this section.
A. 
Effective date of numbers. The numbers assigned under the provisions of this chapter shall take effect one year after the adoption of this chapter and its due publication according to law. On or before such date, the appropriate number shall be placed on the various houses and buildings within the City of Vineland. All numbers assigned to houses and buildings on and after the effective date shall be placed in front of and on such houses and buildings within 20 days after such numbers are assigned.
B. 
Numbers: property owner's responsibility. The cost of numbers shall be borne by the property owner. The numbers used shall be in Arabic figures at least three inches (76 millimeters) high and 1/2 inch (13 millimeters) wide and shall be made of durable and clearly visible material.
C. 
Placing of numbers. The numbers shall be conspicuously placed upon each building, house or other unit and in front of each building, house or other unit on the U.S. Postal Service mail receptacle or, if there is no mail receptacle, upon a sign, gate or fence post or other appropriate place clearly related to the house, building or other unit to which it refers. Placement upon curbing shall be unacceptable. All numbers shall be displayed in a position easily observed and readable from the public right-of-way. (While not located on public rights-of-way, units within mobile home parks and apartment or condominium complexes shall be subject to this subsection and to Subsection B above. All numbers shall be displayed in a position easily observed and readable from the public right-of-way or driveway or parking lot from which a unit is normally accessed. In complexes where units may not have direct access to the outside, but rather be accessed from a common hallway or courtyard, the identification number or letter of the building, along with the range of units within the building, shall be displayed.)

For the purpose of facilitating a correct numbering system, a plat book of all streets, avenues and public ways, showing the proper numbers of all property fronting upon all streets, avenues or public ways, shall be prepared and shall be on file in the office of the Assessor of the City of Vineland. These plats shall be open to inspection by all persons during office hours. Duplicate copies of such plats shall be furnished to the City Engineer, City Clerk, the Planning Board and such other departments or department heads as shall need such plats. Duplicate copies of such plats shall also be furnished to the Post Office Department.
It shall be the duty of the Assessor to inform any party applying therefor of the numbers or number belonging to or embraced within this chapter. In the case of conflict as to the proper number to be assigned to any building, the Assessor shall determine the number of such building.
Whenever any building shall be erected or located in the City of Vineland or its urban fringe after the establishment of the uniform system has been completed, it shall be the duty of the owner to procure the correct number or numbers as designated from the Assessor for the property and to immediately fasten said number or numbers so assigned upon said building as provided by this chapter. A building permit shall not be issued for any house, building or structure until the owner has procured from the Assessor the official number of the premises. Final approval of any structure erected, repaired, altered or modified after the effective date shall be withheld by the Building Inspector until permanent and proper numbers have been affixed to said structure.
For the purpose of clarifying and systemizing the present street names in the City of Vineland, the Planning Board shall examine all street names within the City of Vineland, and when it shall find duplication of street names or similarity of street names which might cause difficulty in the assigning of numbers, it shall then recommend appropriate name changes to the City Council.

The Police Department of the City of Vineland shall confirm the visibility of house numbers and coordinate enforcement through the Uniform Construction Code Official with verification of numbers by the Tax Assessor.
