GENERAL REFERENCES
Building construction — See Ch. 56.
As used in this chapter, the following terms shall have the meanings indicated:
BUILDING
The principal structure on a lot of land used or intended to be used as a dwelling, place of business or industry, or for the use of the public.
The survey, plan and system for the numbering of lots and buildings, prepared by the House Numbering Committee appointed for the purpose by the Board of Supervisors, a copy of which is hereto annexed and made a part hereof,[1] is hereby adopted and approved.

On and after the 29th day of March 1955, it shall be the duty of each and every owner, trustee, lessee, agent and occupant of every building in the Township of Upper Southampton to affix thereto and maintain thereon or elsewhere upon the property in the manner prescribed by this chapter, a number to be assigned to it by the Zoning Officer in accordance with the plan and system of numbering as herein prescribed.
For the purpose of the numbering system and plan prescribed by this chapter, a system of north-to-south and east-to-west numbered parallel lines is established on the map of the Township spaced 750 feet apart, of which the north-to-south lines so spaced and numbered are parallel to Davisville Road, and the east-to-west lines are spaced and numbered parallel to County Line Road, so that respectively all streets or roads, laid out parallel to Davisville Road, shall be deemed for the purpose of assigning numbers north-south thoroughfares and those laid out parallel to County Line Road shall be deemed east-west thoroughfares. Streets laid out diagonally more north to south than otherwise shall be deemed as north-south streets; all others diagonally laid out shall be deemed east-west streets.
A. 
The buildings on the southwardly and westwardly side of all streets shall be assigned even numbers. Buildings on the northwardly and eastwardly sides of all streets shall be assigned odd numbers. Assignment of numbers shall accord with the front or main entrance of the building. Where there are two or more entrances serving different occupants, each entrance shall be assigned a number.
B. 
The numbering on all north-south streets intersecting County Line Road shall begin with the number "1" and shall increase northerly from the intersection by 750 feet blocks on 100 numbers each to Bristol Road, the allotment of numbers to be made as nearly as practicable one number for each consecutive 20 feet, the numbering on all east-west streets intersecting Davisville Road similarly to begin with the number "1" and increase easterly from the intersection by 750 feet blocks of 100 numbers each to Buck Road and Stump Bridge Road, with numbers similarly allotted as above provided. Whenever practical, the distance between any two consecutive streets, although such distance may be slightly more or less than 750 feet, shall be considered as constituting 100 numbers.
C. 
Streets and roads not laid out the entire length and breadth of the Township shall be assigned numbers allocated to the cross-pattern of parallel lines within which they are located according to the plan and system made a part of this chapter, and no buildings on a street or road not forming an intersection with Davisville Road or County Line Road shall be assigned numbers commencing with the number "1."
D. 
The Township Zoning Officer is hereby required and directed to assign numbers in accordance with the plan and system prescribed by this chapter.
E. 
Numbers, as herein provided, shall be assigned to all existing buildings in the Township as soon as possible after the adoption of this chapter, and the Zoning Officer or any other Township officer similarly authorized shall immediately thereafter mail to the owner, trustee, lessee, agent or occupant of every lot upon which a building is located, a notice of the number assigned to such building, directing that such number be affixed to such building or elsewhere upon, the property in the manner prescribed by this chapter, within 30 days after such notice. Every owner, trustee, lessee, agent or occupant so notified who shall disregard or fail to comply with such notice, within the time limit stated therein, shall be guilty of a violation of this chapter.
F. 
Numbers, as assigned to each building according to the provisions of this chapter, shall be conspicuously affixed to, painted upon, or otherwise displayed in full view upon the building to which it is assigned or upon a permanent standard, base or support between such building and the street or road line. Each number shall be at least three inches high, of such color and material as to be readily visible from the street or road to which it applies, and shall be continuously maintained in a complete and legible form by the owner or occupant. Any numbers hitherto used for buildings not the same as those assigned pursuant to the provisions of this chapter shall not hereafter be displayed as the numbers of the respective premises.
G. 
Whenever a building shall hereafter be erected in the Township, the owner or builder thereof shall forthwith apply to the Zoning Officer for the official number thereof. The Zoning Officer shall thereupon assign to the building its official number as provided in this chapter, which shall, within 30 days after being so assigned, be affixed or displayed and thereafter maintained by the owners or builder on the building or at the premises as required in Subsection F hereof for the numbers of existing buildings.

Any violation of this chapter shall be enforced by action brought before a District Justice in the same manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure. Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 and/or to imprisonment for a term not to exceed 10 days. Each day that a violation of this chapter continues, or each section of this chapter which shall be found to have been violated, shall constitute a separate offense. For purposes of this section, the doing of any act or thing prohibited by any provision of this chapter, or the failure to do any act or thing as to which any provision of this chapter creates an affirmative duty, shall constitute a violation of this chapter punishable as herein stated.
