As used in this chapter, the following terms shall have the meanings indicated:
BUILDING
Any structure used or intended to be used as a dwelling or place of business or industry, including public buildings and places of worship, but shall not include any accessory building located upon a lot where there is also a main building.
The Borough Council of Chester Heights shall designate a sequential numbering system for all lots and buildings located within the Borough, beginning at zero west and moving east at intervals of house numbers every 40 feet, and beginning at zero south and moving north at intervals of house numbers every 40 feet. The map of house numbers for the Borough of Chester Heights, Delaware County, Pennsylvania, prepared by G. D. Houtman & Son, is the designated numbering system mentioned above and is part of this chapter.
Upon adoption of this chapter, the Borough Secretary, or his or her designee, shall send to the owner of every lot upon which a building is located, a written notice of the number assigned to such building, directing that such number be displayed on such building or elsewhere upon the property in the manner prescribed by this chapter, within 60 days of the date of such notice. Every property owner who shall disregard or fail to comply with such notice within the time specified therein shall be guilty of a violation of this chapter.
Numbers assigned to buildings in the Borough according to the provisions hereof shall be permanently displayed on or between such building and the street upon which it fronts. Each number shall be at least three inches in height, shall be of such color and material and shall be so located as to be visible from the street, and shall be constantly maintained in complete and legible form. The property owner shall, from time to time, redisplay or renew all numbers that shall not continue to conform to the requirements of this section; provided, however, that in the case of a building occupied by other than the owner thereof, the occupant, as well as the owner, shall be responsible for maintaining the number upon such building as hereby required.

At the time application is made to the Borough for final subdivision and/or land development approval, or at the time application is made for a building permit, whichever first occurs, the applicant shall also apply to the Borough Secretary for an assignment of an official number for each building or lot on which a building will be erected. Each number so assigned shall be in conformity with the requirements of this chapter for numbering existing buildings and shall be displayed by the owner thereof within 30 days of such assignment, and shall thereafter be maintained as herein required.
Any person, firm, or corporation convicted of violating any provision of this chapter shall be sentenced to pay a fine of not more than $50, plus the cost of prosecution, provided that each week's continuance of a violation of this chapter shall constitute a separate offense.
