The terms used in this article shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania.[1]

This article shall be administered by the Police Committee of the Borough Council, and said Committee is hereby authorized to purchase, erect, repair, maintain and remove all necessary official traffic signs, signals, markings, equipment and devices.
The Police Committee is hereby authorized to erect signs bearing the words "Through Traffic Stop" and "Stop" at all intersections where, in the judgment of the Committee, the stopping of vehicles from one or more directions is necessary for the safety and convenience of the public.
The Police Committee is hereby authorized to designate certain highways or parts thereof on which parking shall be prohibited at all times.
No parking shall be permitted at any time in front of any firehouse, or on any highway less than fifteen feet in width.

All parking is prohibited on the highway in front of schools, churches, theatres, banks, hotels, gasoline filling stations, driveways and offices of physicians, but these restrictions shall be in force only when the premises in question are being regularly used for their proper purpose, or when other days or hours are conspicuously posted. Vehicles may stop to load and unload in front of these premises but they must give way to other vehicles arriving for the same purpose.
No operator of a burden vehicle shall stop such vehicle on a highway in a business district, or obstruct any sidewalk, for a longer time than is necessary to load or unload the same.
No person shall park a vehicle on any highway for the purpose of selling the same, nor shall any vehicle be parked on a bridge, a bridge approach, or in any underpass.
No vehicle shall be parked on any highway or sidewalk for the purpose of washing, greasing or repairing the same except in case of an emergency.
The Police Committee is hereby authorized to designate certain highways or parts thereof on which traffic may proceed in one direction only.
No person shall use voice or mechanical sound effects for advertising purposes in a motor vehicle without having first applied for and obtained permission from the Police Department.
The operators of motor vehicles and pedestrians shall always follow the specific directions of police officers on duty even though such directions, by reason of an emergency or some other special condition, are contrary to the provisions of the Vehicle Code or this article.
In all cases where a police officer shall first give notice of any violation of this article by either handing to the offending driver or affixing to the vehicle in question a ticket on which he has noted the time and place of, and nature of the offense charged, no prosecution shall be instituted for 48 hours thereafter, and if, during said period, the offender shall voluntarily appear at the office of the Police Department, voluntarily enter a plea of guilty, and pay a fine of $1 to the Borough Treasurer, no prosecution for said offense shall thereafter be brought.
Any person violating any of the provisions of this article shall be liable to a penalty of not more than $10 nor less than $2 for each and every offense, to be collectible before any District Justice of Delaware County as like penalties are now by law collectible and, in default of the payment thereof shall undergo imprisonment for not more than five days.
