The Township of East Allen agrees to intergovernmentally cooperate with
the Association of Municipal Subdivisions consisting of the Townships of East
Allen, Bushkill, Lower Nazareth and Upper Nazareth, the Boroughs of Nazareth,
Bath Stockertown, and Tatamy and the Nazareth Area School District, known
as the “Nazareth Area Council of Governments.” No function, power,
or responsibility of East Allen Township will be exercised through intergovernmental
cooperation with other member municipalities unless ratified by resolution
of the Board of Supervisors of East Allen Township.
East Allen Township hereby agrees to participate in the Nazareth Area
Council of Governments for a term commencing with the adoption of this chapter.
The Township of East Allen shall enter into an agreement entitled “Articles
of Agreement,” a copy of which is attached hereto and incorporated herein
by reference,[1] with the intent and effect that East Allen Township shall be bound
by the agreement.

The Chairperson of the Board of Supervisors and the Secretary are hereby
authorized and directed on behalf of East Allen Township to execute and deliver
the Agreement.
The Board of Supervisors of East Allen Township is hereby authorized
to take such other action as may be necessary or appropriate to carry out
the purposes of this chapter and said Articles of Agreement.
The purpose of the Nazareth Area Council of Governments is to meet at
regular intervals to foster a cooperative effort to resolve regional problems,
to determine policies, and to formulate plans and programs to meet regional
needs. Additional purposes shall include communication and coordination, policies
and priorities, community facilities and services, forum, regional spokesman
staff support, and regional review. The Board of Supervisors of East Allen
Township hereby pledges its support of such purposes and further agrees to
jointly cooperate governmental functions, powers, and responsibilities. This
pledge of intergovernmental cooperation without further amendment to the within
chapter shall be not construed as to delegate or transfer any functions, powers
or responsibilities to another local government or to the Nazareth Area Council
of Governments.
East Allen Township pledges such expenditures as shall be required under
the Articles of Agreement.
The Nazareth Area Council of Governments shall in all respects conform
with the requirements of the Intergovernmental Cooperation Act, 53 Pa.C.S.A.
§§ 2301 to 2315, and the School Code, 24 P.S. § 5-522.
The Nazareth Area Council of Governments’ powers and authorities
shall be limited by the Articles of Agreement incorporated herein and made
a part hereof.
