The Village Board finds that the unregulated
and uncontrolled relocation, removal, and exportation of certain natural
materials may degrade the environment of the Village to a point that
is detrimental to the public safety, health and general welfare. Effective
regulation and control of the Village's natural resources is essential
to the furtherance of the public health, safety and welfare of the
Village's inhabitants in order to: a) avoid adverse impacts caused
by soil erosion, soil instability, altered drainage patterns, other
deleterious activities resulting from the unregulated alteration of
the natural contours of the earth, and the loss of a natural resource
of the Village; and b) preserve and protect the limited natural water
resource essential to and shared by Village residents, both as to
quality and quantity. Owing to the value and importance of these natural
resources, and the need to preserve such natural resources for the
Village and its residents, the Village Board deems it necessary to
effectuate regulations that will ensure the preservation of these
resources for the Village.
